Զինհաշմանդամներ ահազանգում են

Սեղմեք ԱՅՍՏԵՂ, լրացրեք օնլայն հայտը և մոռացեք հոսանքի վարձի մասին

44-օրյա պատերազմի հետևանքով հաշմանդամություն ձեռք բերած մի խումբ մարդիկ դժգոհում են՝ իրենց կարգը փոխվում է, ուստի զրկվում են նաև ամսական 150 հազար դրամից։

Աշխատանքի և սոցիալական հարցերի նախարար Նարեկ Մկրտչյանը երեկ խորհրդարանում հայտարարեց՝ բժշկասոցիալական փորձաքննություն է իրականացվում, մասնագետերն են որոշում, հաշմանդամության խմբերը։
Նախարարի խոսքով՝ զինապահովագրության հիմնադրամի այն շահառուները, որոնց հաշմանդամության խումբը 2-րդից փոխվել է 3-րդի, կշարունակեն սոցիալական աջակցություն ստանալ։

«Բայց սա չի նշանակում, որ փորձաքննության մեջ սխալ է տեղի ունեցել, նրանք շարունակում են համարվել հաշմանդամության 3-րդ խումբ ունեցող մարդիկ, բայց 3-րդ խմբի դեպքում պետությունը սոցիալական որոշակի երաշխիքներ է տալիս, և մենք ավելացնում ենք այնտեղ միջինացված թվեր, որը համադրելի կլինի իր նախկին 2-րդ խմբի կարգավիճակին», — ասաց նախարարը։
Վերջերս «Ազատությունը» զրուցել էր 44-օրյա պատերազմում ձախ ձեռքը կորցրած 30-ամյա Վլադ Վարդանյանի հետ։

Երիտասարդը նեղսրտել էր՝ միայն այն պատճառով, որ բիոնիկ (բազմաֆունկցիոնալ) պրոթեզ է կրում, հաշմանդամության կարգը նվազեցրել են՝ 2-րդ-ից դարձրել 3-րդ: Կարգի փոփոխությունից հետո կամավոր պատերազմ մեկնած ու հաշմանդամություն ձեռք բերած Վարդանյանը զրկվել էր Զինծառայողների ապահովագրության հիմնադրամից հատկացվող ամսական 150 հազար դրամից։
«Ասում ա՝ «էս էն շարժական պրոթեզների՞ց է՝ բիոնիկ, որ ասում են», ասեցի՝ «հա», ասում են՝ «դե, լավ, ուրեմն 3-րդ կարգ»։ Հարցնում եմ՝ «ինչի՞ց վերցրեցիք, որ ես էս կարողանում եմ օգտագործել, որ վրես ա, ուրեմն ես էս կարո՞ւմ եմ օգտագործել, չէ»։ Էս դրել եմ, որ հավասարակշռությունս պահի, ես էս ձեռքով օգնում եմ իրան, որ ինքը բարձրանա, որ մկանի շարժումը ֆիքսեմ։ Այսինքն՝ դուրս ա գալիս, որ ես էս ձեռքը դրել եմ, որ էս ձեռքիս ավելի շատ խանգարի», — ասաց Վարդանյանը։

«Այդքան էլ ճիշտ չէ, որ հաշմանդամության կարգավիճակը դառնա եկամուտի աղբյուր։ Հուսով ենք, որ մեր զբաղվածության ծրագրերով նույնպես նրանց կկարողանանք հանել այդ կարգավիճակից», — ասաց Նարեկ Մկրտչյանը։

Ձախ ձեռքից զրկված պատերազմի մասնակից 30-ամյա Վլադն «Ազատությանն» ասել էր՝ նախարարության զբաղվածության ծրագրերը հիմնականում ուսումնական են, իսկ ինքը կին ու անչափահաս երեխա ունի, մեծ ցանկության դեպքում անգամ ժամանակ չի կարող գտնել սովորելու համար, ընտանիքին պետք է կերակրի, տան վարձը մուծի։
