Պոպուլիզմից ձերբազատվելու պահը. Ռուբեն Վարդանյանի խոսքը՝ լակմուսի թուղթ

Արցախի պետնախարար Ռուբեն Վարդանյանի վերջին հարցազրույցը կրքեր է բորբոքել թե՛ Հայաստանում, թե՛ Արցախում, ընդ որում, հակադարձողները բնավ դուրս չեն գալիս պոպուլիզմի շրջանակներից, ողջամիտ փաստարկների փոխարեն էլ արձագանքում են բացառապես կենացային բնույթի պաթետիկ ճառերով։ Էժանագին այդ պոպուլիզմը մեկ անգամ արդեն աղետի հանգեցրեց 2020 թվականին, և սպառնում է նոր ողբերգության վերաճել։ Մինչդեռ Ռուբեն Վարդանյանի խոսքը չափազանց պարզ էր, հասկանալի և բացատրելի։ Թեման սկսեց շրջանառվել Արցախի պետնախարարի՝ RTVI հեռուստաալիքին տված հարցազրույցում նշած Արցախի՝ Հայաստանին միավորվելու անհնարինության մասին արտահայտած տեսակետից հետո։ «Հենց այնպես միավորվել ու դառնալ Հայաստանի մարզերից մեկը անհնար էր։ Երբեք արցախցիները չէին համաձայնի, չէին դառնա Հայաստանի մասը, ինչպես 11 շրջանները, դա անհնար էր, այնպես որ սա բարդ կոնստրուկցիա է, այստեղ լուրջ մշակումներ են պետք այդ թվում և՜ Արցախի, և՜ Հայաստանի հետ հարաբերությունները պետք է ճիշտ կառուցված լինեն»,- ասել էր նա։

Ըստ էության, Ռուբեն Վարդանյանը պարզապես չէր ցանկացել քննադատել Արցախի նախկին էլիտային, որը, ի հեճուկս Հայաստանին վերամիավորվելու որոշման, նախընտրեցին հռչակել Արցախի անկախությունը։ Մյուս կողմից, ռեսուրսների տիրապետման, ավելի արդյունավետ օգտագործման հարց կար և կա։ Գաղտնիք չէ, որ Արցախն ավելի մեծ բյուջե ու հնարավորություններ ունի, քան եթե մեկ կամ երկու մարզ դառնար ՀՀ տարածքում։ Տարիների հեռվից, իհարկե, կարելի է քննարկել՝ ճի՞շտ էր այդ որոշումը, թե՞ ոչ։ Փաստն այն է, որ Ռուբեն Վարդանյանի խոսքը հենց դրան էր ուղղված։ Եվ հարցազրույցի հենց այս հատվածն է դարձել բուռն քննադատությունների թիրախ, երբ Արցախից դուրս գտնվող ու տեղի իրողություններին անծանոթ, երբեմն էլ ծանոթ, բայց այլ նպատակներ հետապնդողները իրենց տվել են պոպուլիզմին։ Ինչո՞վ են նրանք տարբերվում Ստեփանակերտի հրապարակում «Արցախը Հայաստան է և վերջ» բղավողից, ով «հաջողացրեց» հազարավոր երիտասարդների կյանքի գնով Արցախի մի զգալի մասը նվիրաբերել թշնամուն։

Մինչդեռ հիմա, նուրբ և հաշվարկված դիվանագիտության ժամանակն է, աշխարհին բացատրելը, որ Արցախն ինքնուրույն սուբյեկտ է՝ սեփական շահերով և գերակայություններով, պաշտպանվելու իրավունքով, արցախցու կյանքի և ապագայի ապահովության տեսլականով։ Եվ այս աշխատանքում պոպուլիզմը ոչ միայն անթույլատրելի, այլևս աղետալի կարող է լինել։
