Ադրբեջանական աչքի փուշն ու մեր գերանը. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Մեր սնապարծությունն ու մեծամտությունը երբեմն սահմաններն անցնում են: Դա հատկապես դրսևորվում է հակառակորդ երկրի հետ որևէ հարցում համեմատվելու դեպքում: Ովքե՞ր են դրանք՝ ոչ հազարամյակների պատմություն ունեն, ոչ մշակույթ: Այսօրվա կառուցած պետությունն էլ բռնապետություն է, սնվում է միայն նավթից ու գազից: Հեսա դրանք կվերջանան, ու Ադրբեջան էլ չի լինի: Ո՛չ օրենք կա, ո՛չ ժողովրդավարություն: Ամեն ինչի վրա իշխում են Ալիևն ու իր կինը: Մի խոսքով, ո՜ւր է, որ մեզ հասնեն:

Բայց պարզվում է, որ երբեմն կարելի է ու պետք է սովորել նույնիսկ թշնամուց: Երեկ Ադրբեջանի նախագահի հրամանով աշխատանքից ազատվել է Քաղաքացիների զորակոչի և մոբիլիզացիայի հարցերով պետական ծառայության ղեկավարի տեղակալ գեներալ Նովրուզալի Օրուջևը: Իսկ հեռացման պատճառը եղել է ոչ թե կլանին լավ չծառայելը կամ որևէ օրինազանց արարք, այլ այն, որ նրա որդին՝ Ռուստամ Օրուջևը ձերբակալվել է: Իսկ ձերբակալվել է երթևեկության կանոնները խախտելու և ավտոբուսի վարորդին ծեծելու մեղադրանքով: Ընդ որում, դա Ռուստամ Օրուջևի առաջին օրինազանցությունը չէ: 2014–ին նա վրաերթի էր ենթարկել հետիոտնի, ապա փախել հանցագործության վայրից: Այն ժամանակ նրան դատապարտել էին 4 տարվա ազատազրկման, բայց պատժի մեկ երրորդը կրելուց հետո նա պայմանական ազատ էր արձակվել: Եվ ահա այս վերջին դեպքի համար արդեն պատասխան կտա ոչ միայն անձամբ նա: Նրա թույլ տված հակաօրինական քայլի համար աշխատանքից ազատվել է նա բարձրաստիճան հայրը:

Իսկ հիմա հիշեք, թե նման քանի դեպք է գրանցվել մեզանում: Քանի՞ անգամ է բարձրաստիճան պաշտոնյայի զավակի հակաօրինական գործողության կամ արարքի համար պատասխան տվել նրա հայրը: Կասեք, ինչո՞ւ պետք է հայրը պատասխան տա որդու փոխարեն: Տարբեր մարդիկ են, և յուրաքանչյուրը պատասխանատու է իր գործողությունների համար: Այո: Այդպես է: Բայց պետական կամ հանրային բարձր պաշտոն զբաղեցնող անձը պատասխանատու է ոչ միայն իր ու իր քայլերի համար: Եթե ունես պետական մտածողություն կամ առնվազն բարոյական որոշակի չափանիշների կրողն ես, ապա այլ կերպ ես գործում: Կամ էլ՝ մյուս ծայրից գանք: Եթե պետական համակարգում տիրում են բարոյական, արժեհամակարգային հստակ վարքականոններ, գործում են օրենքի ու պետական շահի գերակայության թեկուզ փոքր, բայց իմպերատիվներ, ապա ցանկացած պաշտոնյա, ուզի թե չուզի, ենթարկվում է դրանց, գործում է դրանց հանգույն:

Իսկ մեզանում այնպես է ստացվել, որ օրինախախտն ինքը պատասխան չի տալիս օրենքի առաջ: Հնարավոր բոլոր մեթոդներով ու միջոցներով խուսափում է հասանելիք պատժից: Էլ ո՜ւր մնաց հայրը պատասխան տա:

Հիշենք թեկուզ վերջին դեպքը կապված Հրազդանի քաղաքապետի անչափահաս որդու հետ: Վերջինս հոր ծառայողական մեքենայով մահացու վրաերթի էր ենթարկել մի քաղաքացու: Իսկ հիշո՞ւմ եք, թե դեպքի առթիվ ինչ ասաց Արամ Դանիելյանը. «Բոլորի հետ էլ նման դեպք կարող է պատահել, ոչ ոք ապահովագրված չէ»: Ու վերջ: Ի՜նչ հրաժարական, ի՜նչ բան: Ու դեռ հարց է՝ տղան պատասխանատվության կենթարկվի՞, թե հոր ջանքերով կազատվի օրենքի պատժից:

Նման դեպքեր էլի շատ կան: Հիշենք Խաչատուրովի որդու քաջագործությունները, որոնց համար նա «պարգևատրվեց» ու ավելի բարձր պաշտոն ստացավ՝ կորպուսի հրամանատար: Հիշենք Սուրիկ Խաչատրյանի որդու ոդիսականը: Եվ այլն, և այլն:

Այնպես որ, ուրիշի աչքի փուշը մատնացույց անելուց առաջ ավելի լավ է տեսնենք մեր աչքի գերանը: Թե չէ մեծ–մեծ բրդելը դեռ որևէ մեկին որևէ լավ տեղ չի հասցրել:
