Հայահավաքը՝ պետության վերականգնման գրավական. Ավետիք Չալաբյանի տեսլականը

Հայաստանում ստեղծված իրավիճակը հաղթահարելու, պատերազմում կրած պարտությունից հետո երկիրը վերականգնելու առանցքային գործիքներից մեկը ներգաղթը պետք է լինԻ։ Գործող վարչախումբը թեև տարփողում է նման ծրագրերի մասին, իրականում անում է քայլեր, որոնք կամ տրամաբանությունից զուրկ են, կամ էլ միտումնավոր վիժեցնում են կարևորագույն այդ գործընթացը։

«ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանը դեռ ամիսներ առաջ նշել էր, թե հարկավոր է սփյուռքից ներգաղթ կազմակերպել Հայաստան և, հատկապես, Արցախ։ «Եթե նույնիսկ սփյուռքի հայության մեջ այդպիսի նվիրյալները մի քանի տոկոս են կազմում, մեր նպատակը պետք է դառնա այդ նվիրյալների ներուժը կենտրոնացնել հայրենիքում, քանի որ դա է այսօր վտանգված, և նրա պաշտպանությունն է հայության կենտրոնական խնդիրը»,- նշել էր Չալաբյանը։

Ըստ հասարակական-քաղաքական գործչի, հայկական պետությունը բազմաթիվ անելիքներ ունի այստեղ, սկսած ներգաղթողների համար կոնկրետ արտոնություններից, վերջացրած՝ նոր բնակավայրերի կառուցմամբ, քանի որ ապագա ներգաղթը չպետք է տեղի ունենա Երևանի շարունակական ուռճացման հաշվին, այն պետք է նաև միջոց դառնա Հայաստանի մարզերը ամրացնելու համար, որոշ դեպքերում նաև ներգաղթողների համար նոր, ի սկզբանե կյանքի գրավիչ պայմաններ ապահովող, միաժամանակ ռազմավարական խնդիրներ լուծող բնակավայրերի կառուցմամբ։ Չալաբյանի կարծիքով, հայահավաքի համատեքստում առանձին պետք է անդրադառնալ դեպի Արցախ ներգաղթին։

«Ի տարբերություն ներկայիս Հայաստանի Հանրապետության, որի բնակչությունը զգալի չափով ձևավորվել է ներգաղթի բազմաթիվ ալիքների միջոցով, Արցախի բնակչությունը բնիկ է, և այն երբեք ներգաղթի մեծ ալիքներ չի տեսել։ Սակայն Արցախը ևս այսօր կարիք ունի մարդկանց, որոնք կզարգացնեն Արցախի տնտեսությունը նոր պայմաններում, կզինվորագրվեն նրա զինված ուժերին, նոր կրթական կարողություններ կստեղծեն նրա բնակչության համար։ Ենթադրելով, որ Հայաստանի ապագա իշխանությունը ոչ միայն չի իջեցնելու, այլ նոր հետևողականորեն բարձրացնելու է Արցախի կարգավիճակի նշաձողը, այն նաև Արցախի իշխանությունների հետ համաձայնեցված քաղաքականություն պետք է իրականացնի՝ խրախուսելու ստեղծարար և մարտունակ տարրի ներգաղթ Արցախ՝ տեղում մեր ընդհանրական կարողությունները ընդարձակելու և Արցախի սուբյեկտայնությունը շարունակաբար բարձրացնելու նպատակով»,- արձանագրել էր Ավետիք Չալաբյանը։

Իսկ մենք նշենք, որ Չալաբյանի այս ողջամիտ և հայրենանվեր առաջարկը կարելի է կյանքի կոչել միայն հայրենասեր և գիտակից իշխանություն ունենալու դեպքում։
