Քաոս, կոռուպցիա, տնտեսական խնդիրներ․ Ավետիք Չալաբյանը՝ նոր նախագծի մասին

«Հայաստանին իսկապես պետք է ռազմականացում, այն անխուսափելի է , բայց այն պետք է արվի խելամիտ, հաշվարկված գործողություններով, որոնք հիմնվում են ռազմական գործի խորը իմացության և լավագույն միջազգային կառավարչական փորձի վրա»։

«ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական, քաղաքական գործիչ ավետիք Չալաբյանն է այս մասին արձանագրել՝ նշելով, որ այդ երկու հանգամանքն էլ արմատապես բացակայում են գործող իշխանությունների մոտ, որոնք շարունակում են իրենց արկածախնդիր նախաձեռնություններով նորանոր աղետներ բերել մեր երկրի և ժողովրդի գլխին։

Չալաբյանն անդրադարձել է կառավարության նոր որոշմանը. Պաշտպանության նախարարի պաշտոնը զբաղեցնող Սուրեն Պապիկյանի հայտարարությանը, թե այսուհետ ՀՀ ողջ զինապարտ բնակչությունը տարվա ընթացքում 25 օր տևողությամբ պարտադիր մարտական հավաքներ է անցնելու։

«Թվում է, թե վերջապես պարտության խորհրդանիշ հանդիսացող այս իշխանություններին սկսել է հասու դառնալ համատարած ռազմականացման անհրաժեշտությունը և նրանք սկսել են քայլեր ձեռնարկել այս կարևոր ուղղությամբ, սակայն, երբ սկսում ես ուշադիր ուսումնասիրել այս նախաձեռնությունը, հասկանում ես, որ սա նույն այդ ռազմականացումը այլասերելու և վարկաբեկելու ուղիղ ճանապարհ է»,- ընդգծում է Ավետիք Չալաբյանը՝ նշելով, որ պաշտպանության նախարարի ծրագրի իրականության դեպքում միաժամանակ յուրաքանչյուր պահի մարտական հավաքների մեջ է գտնվելու 30-40 հազար մարդ, ինչը հսկայական թիվ է համադրելի գործող բանակի շարքային կազմի ընդհանուր թվաքանակի հետ և բացարձակապես անկառավարելի է, այն պայմաններում, երբ նույնիսկ գործող զորամասերում չեն հերիքում ոչ շենքային պայմանները, ոչ սպաները, ոչ հանդերձանքը և սպառազինությունը։

Ըստ Չալաբյանի՝ մարդկանց այսպիսի մեծ բազմության անիմաստ շեղումը իրենց բնականոն գործունեությունից ունենալու է լուրջ տնտեսական հետևանքներ։ Նաև այսպիսի մասսայական գործընթացը անխուսափելիորեն հանգեցնելու է նաև մասսայական կոռուպցիոն ռիսկերի։ Բազմաթիվ համաքաղաքացիներ փորձելու են տարբեր պատրվակներով ազատվել ծառայությունից, նույնիսկ հեռանալ երկրից, հայտնվելու են տարբեր պաշտոնյաներ և միջնորդներ, որոնք սկսելու են իրենց ծառայությունները առաջարկել, և սա բերելու է ամբողջ ոլորտի կրիմինալիզացիայի, հսկայական չարաշահումների, գործող իշխանությունների կողմից կամայական գործելակերպի։

Չալաբյանը արձանագրում է, որ սա Պապիկյանի արդեն երկրորդ աբսուրդային նախագիծն է. առաջինը՝ 24 միլիոն դրամով ժամկետային զինծառայողներին ծառայությունից ազատելու տխրահռչակ նախագիծն էր։ Թեև այս նոր նախագիծը ուղիղ հակառակ գաղափարական ուղղվածություն ունի, այն նույնպես միայն վնաս է տալու, քանի որ բացարձակ կտրված է իրականությունից։
