Երևանի ավագանու արտահերթ նիստին Երևանի քաղաքապետ Հրաչյան Սարգսյանն ասաց, որ արտահերթ նիստի օրակարգի առաջին հարցը ՀՀ նախկին փոխվարչապետ Տիգրան Ավինյանին փոխքաղաքապետի պաշտոնում նշանակվելու հարցն է։ Երևանի քաղաքապետը նշեց, որ Ավինյանի՝ պետական համակարգում կառավարման փորձը կծառայեցնեն մայրաքաղաքի խնդիրների լուծմանը

Այնուհետև ելույթով հանդես եկավ Տիգրան Ավինյանը՝ առաջարկելով նախ մեկ րոպե լռությամբ հարգել Հայաստանի ինքնիշխանության համար մղված մարտերում զոհված զինվորների հիշատակը։

Իր ելույթում Տիգրան Ավինյանն անդրադարձավ ՀՀ սահմանային իրավիճակին․«Նախորդ շաբաթ Հայաստանը ենթարկվեց ադրբեջանական հերթական ագրեսիային և ստիպված եղանք կրկին մարտի դաշտում պաշտպանել մեր պետության ինքնիշխանությունն ու սահմանները։ Այդ ագրեսիան, սակայն, մեզ ոչ թե պետք է ընկճի կամ վհատեցնի, այլ սթափության և քրտնաջան աշխատանքի մասին հիշեցում լինի, մեր զինվորների հերոսությունը պետք է պարտավորեցնի մեզ շարունակել ապրել ու արարել, ուժեղացնել մեր պետությունը, զինել բանակը և զարգացնել տնտեսությունը, ըստ էության, ներկայումս դիմադրությունն ու պայքարը պարզապես այլընտրանք չունեն։ Սրանք իրողություններ են, որոնց հետ մենք բոլորս պետք է հաշվի նստենք, և հետևապես, մենք բոլորս ունենք մեկ անելիք, աշխատել ավելի մեծ եռանդով։ Յուրաքանչյուր պաշտոն կամ կարգավիճակ ընդամենը միջոց է նպատակների, գաղափարների իրականացման, և խնդիրների լուծման համար»։

Տիգրան Ավինյանն ասաց, որ իրեն շատերը, այդ թվում ՔՊ–ից, շատ են հարցրել, թե արդյո՞ք խնդրահարույց չէ փոխվարչապետի պաշտոնից հետո նշանակվել Երևանի փոխքաղաքապետ․«Ես վստահաբար ուզում եմ ասել, որ անկախ նախկինում ստանձնած բարձր պաշտոնից, անկախ առաջիկա ընտրությունների հետ կապված բոլոր քննարկումներից, ինձ համար մեծագույն պատիվ է լինել իմ ծննդավայր Երևանի փոխքաղաքապետ, ծառայել քաղաքին և երևանցիներին, և ես շնորհակալ եմ ընձեռված հնարավորության համար, շնորհակալ եմ ձեզ, պարո՛ն քաղաքապետ, շնորհակալ եմ ձեզ, ավագանու անդամնե՛ր»։
