Հայաստանի հազար հարկատուների վճարած հարկերի ծավալը միայն 2022 թ. առաջին կիսամյակում կազմել է 722,32 մլրդ դրամ, ինչը 2021 թ. նույն ժամանակաշրջանի ցուցանիշից ավելի է 137,88 մլրդ դրամով կամ մոտ 24 տոկոսով: Մամուլի գնահատմամբ, սա ինքնին խոսուն թիվ է: Սակայն ոչ պակաս ուշագրավ է, որ նշյալ «հավելյալ» մուտքերի կեսից ավելին, փաստացի, առաջացել է Զանգեզուրի պղնձամոլիբդենային կոմբինատի «հավելումից»:

Այս կազմակերպության կողմից առաջին կիսամյակում պետական բյուջե է վճարվել 104,78 մլրդ դրամ՝ նախորդ տարվա համադրելի ցուցանիշի համեմատ մոտ 78 մլրդ դրամով կամ մոտ 291 տոկոսով ավելի։ Ի դեպ, ավելորդ չէ նշել, որ ԶՊՄԿ-ն նախորդ տարվա առաջին կիսամյակում երկրորդն էր 1000 հարկատուների ցանկում՝ զիջելով «Գազպրոպ Արմենիա»-ին, իսկ 2022 թ. առաջին եռամսյակում մեծ առավելությամբ արդեն գլխավորում է այդ ցուցակը: Կոմբինատում հարկային մուտքերի նման աննախադեպ աճը բացատրել են աշխատանքի արդյունավետության բարձրացմամբ։

Տարակուսելին, դակայն, հանրային ճանաչում ունեցող մի շարք անձանց հայտնած կասկածն է, թե ԶՊՄԿ-ի բաժնետոմսերը կառավարությանը նվիրելու գործարքում կոռուպցիոն ռիսկ կա։ Իրազեկ քաղաքացիների միավորում ՀԿ համակարգող, Սահմանադրական բարեփոխումների խորհրդի անդամ Դանիել Իոաննիսյանն է նախօրեին նման կասկած հայտնել՝ բնավ ուշադրություն չդարձնելով փաստերին։

Մարտին Հայաստանի կառավարությունը որպես նվիրատվություն ստացել էր «Զանգեզուրի պղնձամոլիբդենային կոմբինատ» փակ բաժնետիրական ընկերությունում սեփականության իրավունքով «ԱՄՓ» հոլդինգ սահմանափակ պատասխանատվությամբ ընկերությանը պատկանող 188,947 հատ հասարակ բաժնետոմսեր (որոնք կազմում են «Զանգեզուրի պղնձամոլիբդենային կոմբինատ» փակ բաժնետիրական ընկերության բաժնետոմսերի ընդհանուր քանակի 6,875 տոկոսը), որոնց կառավարման լիազորությունը վերապահվել է ՀՀ վարչապետի աշխատակազմին։ Իսկ ավելի վաղ, 2021թ. սեպտեմբերի 30-ին կառավարությունը «Զանգեզուրի պղնձամոլիբդենային կոմբինատ» փակ բաժնետիրական ընկերությունից որպես նվիրատվություն ստացել էր բաժնետոմսերի 15 տոկոսը։

Մարտի 24-ի որոշումից հետո, պաշտոնական վիճակագրության համաձայն. Զանգեզուրի պղնձամոլիբդենային կոմբինատում Հայաստանի կառավարությունն ունի 21.875 տոկոս բաժնեմաս, որը կառավարում է «Հայաստանի պետական հետաքրքրությունների ֆոնդ» փակ բաժնետիրական ընկերությունը։ Զարմանալին այն է, որ մարդիկ, կոռուպցիոն ռիսկեր տեսնելով, համառորեն չեն ուզում տեսնել կոմբինատի կառավարման արդյունավետության բարձրացումը։ Կարճ ժամանակում գրեթե երեք անգամ ավելի հարկերի վճարումը բնավ չի կարող կոռուպցիա լինել։

Հակառակը, եթե պետբյուջե մուտքերը նվազեին, նոր տրամաբանական կլիներ նման կարծիք հայտնելը։ Մեկ այլ տարակուսելի հանգամանք, տասնյակ տարիներով հանրային գործիչները պնդում էին, որ հանքարդյունաբերական ընկերություններում պետական մասնակցություն պետք է լինի, կոպիտ ասած՝ պետությունը կառավարի ազգային հարստությունը։ Իսկ այսօր, հակառակն են պնդո՞ւմ։

Յուրաքանչյուր կասկածելի դեպք, իհարկե, քննարկման ենթակա է։ Բայց ոչ երբեք բիզնեսին, տնտեսությանը վնաս տալու հաշվին։
