«Վերածնվող Հայաստան» կուսակցության ուղերձը Լեռնային Ղարաբաղի Հանրապետության հռչակման օրվա առիթով
1991թ սեպտմբերի 2-ը պատմական օր է՝ ԼՂԻՄ ու Շահումյանի շրջանի սահմաններում Լեռնային Ղարաբաղի Հանրապետության հռչակման օրը: Սա Արցախի պետականության կերտման, իրավական տեսանկյունից անթերի ու ԽՍՀՄ օրենսդրությանը լիարժեք համապատասխանող անկախացման գործընթացի սկիզբն էր:
 
Ցավոք, այսօր մի մասն է մնացել այն տարածքից, որի վրա 31 տարի առաջ հռչակվում էր Լեռնային Ղարաբաղի Հանրապետությունը: Արցախի պետականության կերտման, որպես անկախ պետություն կայացման, աշխարհի կողմից ճանաչման համար մղած պայքարի արդյունքներն այսօր հետևողականորեն զրոյացվում են:
 
Պատասխանատվությունից խուսափելու ձեռագրին հավատարիմ մնալով՝ Հայաստանի ներկայիս իշխանությունը մենակ է թողել Արցախին ու արցախցում՝ թուրք-ադրբեջանական տանդեմի դեմ: Արցախի գոյությունը, արցախցու՝ իր հայրենիքում անվտանգ ապրելու, իր հողի վրա սերունդներ դաստիարակելու իրավունքն այսօր վտանգված է: Բաքուն ոչ միայն ամեն օր սպառնում ու ահաբեկում է Արցախին, այլ մեկը մյուսի հետևից իր ձեռքը վերցնում կեսական նշանակություն ունեցող ենթակառուցվածքներն ու պարբերաբար հումանիտար աղետի ռիսկեր ստեղծում՝ խնդիր հետապնդելով օր առաջ հայաթափել Արցախը ու հասնել իր երազանքին՝ առանց հայերի Արցախին:
 
Արցախը բեռ համարողներն ու հույս փայփայողները, թե Արցախը բախտի քմահաճույքին թողնելով, կարողանալու են անհոգ ու երջանիկ կյանք վայելեն, արդեն պիտի հասկացած լինեին, որ Բաքվի ու Անկարայի ախորժակն ու հավակնությունները չեն թուլանալու, քանի դեռ Հայաստանի ղեկին է այս զիջող ու հայրենիքի համար պայքարելու կամք չունեցող խմբակը:
Հանուն Հայաստանի, հանուն Արցախի ու հանուն մեր գալիք սերունդների մենք օր առաջ պետք է ազատվենք այս իշխանությունից ու արժանապատիվ խաղաղություն կառուցենք մեր տարածաշրջանում: Մենք պետք է մեր զավակներին դաստիարակենք, որպես իրենց հայրենիքում՝ Հայաստանում, Արցախում ապրող, միշտ գլուխը բարձր պահող քաղաքացիներ:
Արցախը մեր հայրենիքն է, Արցախը մեր արժանապատվությունն է, Արցախը մեր անցյալը, ներկան ու ապագան է, և մենք որևէ դեպքում իրավունք չունենք մենակ թողնել Արցախ:
 
Հայրենիքի ու պետության արժեքները կրող մեր բոլոր ազգակիցների, Արցախի ու Հայաստանի իրական բարեկամների տոնը շնորհավոր:
