Բաքու–Թբիլիսի–Կարս երկաթգծի շահագործումը հետաձգում է Անկարա՞ն. «Փաստ»

«Փաստ» օրաթերթը գրում է.

Տեղի ունեցավ այն, ինչը շատ փորձագետներ ենթադրում էին: Բաքու–Թբիլիսի–Կարս երկաթգծի շահագործումը կրկին հետաձգվել է: Հաղորդվել է, որ նախագծին մասնակցող ներդրողները որոշել են նշանակել համակարգող խորհրդի նիստ, որպեսզի «անցկացնեն ընթացիկ վիճակի վերլուծություն և նշեն երկաթգծի շինարարության հետագա առաջընթացի ապահովման պլանները»:

Ի՞նչ է տեղի ունեցել: Բոլորովին վերջերս Թուրքիայի կառավարության պաշտոնական ներկայացուցիչներն ասում էին, որ «աշխատանքները շարունակվում են, մարդիկ աշխատում են զօրուգիշեր, մեր տարածաշրջանի շուկաները երկաթգծի կարիք ունեն»: Իսկ Վրաստան այցի ընթացքում Թուրքիայի վարչապետ Բինալի Յըլդըրիմը հայտարարում էր, որ «Բաքու–Թբիլիսի–Կարս երկաթգիծը շահագործման կհանձնվի 2017 թ. առաջին կիսամյակում»: Հիմա թուրքական աղբյուրները նշում են, թե իբր հայտնվել են «շատ ազդեցիկ մարդիկ, ովքեր Անկարային խնդրել են անել ամեն ինչ, որպեսզի նախագիծը չիրականանա»: Ընդ որում, նշվում է, որ արդեն քանի տարի է՝ այդ ուժերին «հաջողվում է վիժեցնել շինարարության ավարտը և շահագործումը»:

Նախագծի աշխատանքն սկսվել է 2008 թ.: 2009–ին այն ընդհատվեց հայ–թուրքական բանակցությունների պատճառով և վերսկսվեց միայն 2010–ի մայիսին: Նախատեսվում էր շինարարությունն ավարտել 2011–ին, ապա ժամկետը հետաձգվեց մինչև 2014–ի ավարտը, այնուհետ՝ 2015–ից հետո:

Արդեն 2015–ի հոկտեմբերին հայտարարվեց, որ երկաթգիծը շահագործման կհանձնվի 2016–ի նոյեմբերին, իսկ արդեն այդ տարվա դեկտեմբերին նշվեց, որ շահագործումը նախատեսվում է այս տարվա հունիսի վերջին: Այս հետաձգումները հաստատում են արևմտյան ու ռուսական շատ փորձագետների այն վարկածը, որ այս նախագիծը կաթվածահար վիճակում է: Ժամանակ առ ժամանակ հետաձգման պատճառ է բերվում սակագնային քաղաքականությունը: Ասում են, որ տնտեսապես շահավետ այդ նախագիծը կարող է լինել միայն երկարաժամկետ հեռանկարում, իսկ հիմա դրանից տուժելու են վրացական նավահանգիստները և այլն: Կարծիք կա նաև, որ նախագծի հաջողությանը կարող է նպաստել Ադրբեջանի տարածքով Իրանից բեռների փոխադրումը:

Բայց քաղաքական վերլուծաբան Ստանիսլավ Տարասովը մեկ այլ տարբերակ էլ է առաջ քաշում: «Հաշվի առնելով այն հանգամանքը, որ նախագծին Հայաստանը չի մասնակցում, իրադարձությունների ընթացքը կարող է հանգեցնել աշխարհաքաղաքական հակամարտության հետագա սրման ոչ միայն Երևանի ու Բաքվի միջև: Կարևոր նշանակություն է ձեռք բերում նաև լարվածության աճը Մերձավոր արևելքում, Թուրքիայում և մասնավորապես Թուրքիայի շուրջ»,– նշում է վերլուծաբանը: Իսկ փորձագետ Թոմաս դը Վաալն էլ համարում է, որ «ցանկացած հակամարտություն կարող է աղետալի լինել տարածաշրջանի համար, երբ որևէ մեկը փորձի չհաջողված բանակցությունների պատճառով առաջացած վակուումը լցնել տրանզիտային միջանցքներով»: «Ուստի հնարավոր է, որ չցանկանալով փչացնել իր համար այս պահին այդքան կարևոր դարձած Մոսկվայի հետ հարաբերությունները՝ Անկարան ինքն է հետաձգում Բաքու–Թբիլիսի–Կարս երկաթգծի շահագործումը»,– կարծիք է հայտնում վերլուծաբանը:
