Օգոստոսի 1-ից Բաքվի հարձակումների կապակցությամբ Կրեմլի եւ ՌԴ ԱԳՆ-ի հայտարարությունները նոյեմբերի 9-ի թղթով ստանձնած պարտավորություններից հրաժարում են նշանակում, ինչպես նաեւ միջնորդության ակնհայտ ձախողման նյարդային խոստովանություն։ «Եռակողմ պայմանավորվածությունների անվերապահ կատարման» մանթրան վերաբերում է միայն հայերին, եւ դա նույնպես ակնհայտ է դարձել բոլորի համար։

ՌԴ-ն չի հայտարարել հրադադարի խախտումների հետեւանքները, մասնավորապես Արցախի շփման գծի խախտումները վերացնելու մասին։ Ավելին, ըստ Արցախից ստացվող տեղեկությունների, հայկական դիրքերի հանձնումը եւ «ապառազմականացումը» տեղի է ունենում ռուսական կոնտինգենտի ակտիվ ջանքերով։

Իր հերթին, ՌԴ ԱԳՆ հայտարարության մեջ խոսվում է խնդիրները բացառապես «եռակողմ բանակցային ձևաչափերի շրջանակներում» կարգավորելու մասին։ Դա պատասխան է Նիկոլ Փաշինյանի հայտարարությանը, ըստ որի՝ եթե ռուս խաղաղապահները չեն կարողանում կատարել իրենց պարտավորությունը, պետք է լինեն կամ միջազգային մեխանիզմներ, կամ ռուս խաղաղապահներն օժտվեն միջազգային մանդատով։ ՌԴ ԱԳՆ-ն այսպիսով մերժում է Արցախի խնդիրը ռուս-թուրքական աքցանից դուրս բերելու որեւէ հնարավորություն, իսկ նման ցանկացած փորձի ժամանակ Բաքուն կարող է անցնել հարձակման։ Սա նշանակում է Բաքվի գործողությունների առաջնորդություն Մոսկվայի կողմից՝ թույլ չտալ միջազգային լեգալ հարթակներում Արցախի հարցի քննարկում, քանի որ այդ դեպքում առաջանալու է Արցախի կարգավիճակի հարցը (Տարասով)։

Մոսկվան չի արձագանքում Բաքվի՝ եռակողմ պայմանավորվածություններին հակասող պահանջներին ու քայլերին, այդ թվում՝ ռազմական եւ հաղորդակցությունների հարցում։

Մոսկվայի եւ ռուս խաղաղապահների առաքելությունը պարզ է, պարզ են նաեւ ռուս-թուրքական համաձայնությունների էությունն ու նպատակները։ Իսկ ո՞րն էր Նիկոլ Փաշինյանի առաքելությունը։ Կիսատ-պռատ ակնարկները նոյեմբերի 9-ից ի վեր միայն բարդացրել են հայկական կողմի առանց այդ էլ նվազ հնարավորությունները, քանի որ այդպես էլ շարունակություն չեն ունեցել հայկական իրավունքների ու պահանջների նախաձեռնությունների տեսքով։ Կարելի է անվերջ տրտնջալ միջազգային հանրության անհասցե հայտարություններից ու ակնարկել Բաքվի հարձակումներին «ռուս խաղաղապահների մասնակցության ու թողտվության» մասին, դրա արդյունքը միայն Հայաստանը կրկնակի թիրախի վերածելն է։ Մեղադրանքները պետք է դրվեն հստակ՝ համապատասխան նախաձեռնություններով։

Մոսկվան ու Բաքուն արագացնում են Արցախի «ընդունման-հանձնման» ակտը՝ հայկական կողմից դիմադրության իսպառ բացակայությամբ։ Փաշինյանի կիսատ-պռատ ակնարկներն ու խորհրդարանի «ընդդիմության» հռչակած շարժումը դիմադրություն չեն․ այդպիսին կարող էր լինել խորհրդարանում կարեւոր խնդիրների քննարկումն ու որոշումների ընդունումը, մասնավորապես՝ Արցախի ճանաչման եւ վերամիավորման որոշման իրագործման մասին։
