Շեշտակի աճել է էլեկտրական շարժիչով մեքենաների ներկրման թիվը Հայաստանի Հանրապետություն

Շրջակա միջավայրի աղտոտումը նվազեցնելու և արտանետվող գազերի քանակը կրճատելու համար Հայաստանի Հանրապետությունը փորձում է զարգացնել էլեկտրաական շարժիչով տրանսպորտային միջոցների գործարկման համար անհրաժեշտ ենթակառուցվածքներն ու հարմարեցնել օրենսդրությունը՝ էլեկտրոմոբիլ գնելու գայթակղությունն էլ ավելի մեծացնելու համար։

2021 թվականի դեկտեմբերի 10-ին Ազգային ժողովի կողմից ընդունվել է «ՀՀ հարկային օրենսգրքում լրացում կատարելու մասին» օրենքը, համաձայն որի՝ ԵԱՏՄ ԱՏԳ ԱԱ 8702 40 000, 8703 80 000 և 8711 60 ծածկագրերին դասվող էլեկտրական շարժիչով տրանսպորտային միջոցների (մեծ, միջին և փոքր ավտոբուսներ, մարդատար տրանսպորտային միջոցներ, մոտոցիկլներ և մոպեդներ) ներմուծման և (կամ) օտարման մասով ավելացված արժեքի հարկի արտոնության ժամկետը երկարաձգվել է մինչև 2024 թվականի հունվարի 1-ը։

2022 թվականի մարտի 17-ին Էլեկտրական շարժիչներով տրանսպորտային միջոցների՝ առանց ներմուծման մաքսատուրքերի վճարման ՀՀ տարածք ներմուծման համար սահմանվել է մաքսային արտոնություն, որը գործում է մինչև 2023թ. դեկտեմբերի 31-ը ներառյալ:

Բարեփոխումների արդյունքում՝ 2022 թվականի 1-ին կիսամյակի ընթացքում ՀՀ տարածք ներմուծված բացառապես էլեկտրական շարժիչով տրանսպորտային միջոցների ներկրումը Հայաստան շեշտակի ավելացել է:

Այսպիսով՝

 2019 թ․ – 668 տ/մ

 2020 թ․ – 2155 տ/մ

 2021 թ․ – 6645 տ/մ

 2022 թ․ առաջին կիսամյակ – 7181 տ/մ

Տեղեկացնենք նաև, որ 2022 թվականի հունվարից մեկնարկել է Կանաչ կլիմայի հիմնադրամի /GCF կողմից ֆինանսավորվող «Էլեկտրական տրանսպորտային միջոցների շարժունակության հնարավորությունների հիմնման տեխնիկական խորհրդատվական աջակցություն Հայաստանին» դրամաշնորհային ծրագիրը, որը ներառում է 4 բաղադրիչ․

աջակցել նախարարությանը` Էլեկտրոմոբիլների խթանման քաղաքականության, օրենսդրական կարգավորման դաշտի մշակման գործում,

մասնավոր հատվածի հետ անցկացնել մեթոդական խորհրդակցություններ նորարարական ֆինանսական գործիքների և շուկայի վրա հիմնված մոդելների նախագծման և ներդրման նպատակով,

մշակել էլեկտրամոբիլների էլեկտրական լիցքավորման կայանների և հարակից ենթակառուցվածքների գործարկման ծրագիր,

մշակել երկրում էլեկտրոմոբիլների խթանմանն ուղղված իրազեկության բարձրացման արշավ։

Գլոբալ էկոլոգիական հիմնադրամի ֆինանսավորմամբ շրջակա միջավայրի նախարարության «Բնապահպանական ծրագրերի իրականացման գրասենյակ» պետական հիմնարկի կողմից 2021 թվականից իրականացվում է «Անցում դեպի էլեկտրական մեքենաների Հայաստանում. Էլեկտրական տրանսպորտային միջոցների ցուցադրման և խթանման ուժեղացում» ծրագիրը, ինչի շրջանակներում նախատեսվում է ցածր ածխածնային տրանսպորտային միջոցների/շարժունակության ռազմավարական պլանավորում և ինստիտուցիոնալ համակարգի բարեփոխում։

Ծրագրի շրջանակներում նախատեսվում է նաև էլեկտրական շարժունակության ռազմավարության մշակում։
