Արևային էներգետիկայի նկատմամբ իշխանության խայտառակ վերաբերմունքը

Արևային էներգետիկայի նկատմամբ Հայաստանի գործող իշխանությունների վերաբերմունքը կարելի է լիովին տեսնել «Մասրիկ-1 արևային կայանի» շահագործման խնդիրներում։

Էներգետիկ անվտանգության փորձագետ Վահե Դավթյանի փոխանցմամբ՝ «Մասրիկ-1 արևային կայանի» շահագործման հանձնումը երկարացվել է ևս մեկ անգամ, այս անգամ 14 ամսով։ Նախագիծը պետք է ավարտին հասցված լիներ դեռ 2019 թվականի վերջում, այնուհետև հայտարարվեց 2021-ի, հետո 2022 թվականի հուլիսի 1-ի մասին։

«Սա է ՀՀ էներգետիկ քաղաքականության ողջ փուչ պերճանքն ու առավել քան շոշափելի թշվառությունը»,- նշել է էներգետիկ փորձագետը։

Կայանը պետք է կառուցվի Գեղարքունիքի մարզի Մեծ Մասրիկ համայնքի վարչական տարածքում, մինչդեռ այս պահին նույնիսկ չի սկսվել շինարարությունը։ Տարածքը դարձել է ընդամենը արոտավայր գյուղացիների համար, և իշխանությունները ամեն ինչ անում են կայանի շինարարությունը հետաձգելու առումով։

Ինչպես բազմիցս նշել ենք, արևային էներգիան ռազմավարական նշանակություն ունի Հայաստանի թե՛ էներգետիկ անվտանգության, թե՛ քաղաքական անկախության համար, և հենց արևային էներգիայի նկատմամբ իշխանությունների դրսևորած վարքն է ցույց տալիս, թե որքանով են նրանք պատրաստ պաշտպանել Հայաստանի շահերը, իսկ «Մասրիկ-1 արևային կայանի» վերաբերյալ իշխանությունների դրսևորածը ոչ այլ ինչ է, քան հանցավոր անփութություն։

Հիշեցնենք, որ Հայաստանում կա արևային պանելներ արտադրող ընդամենը մեկ ընկերություն՝ «Սոլարոնը», որը, սակայն, կարողանում է ապահովել հանրության չնչին մասին, իսկ արևային էներգիան Հայաստանում զարգացնելու համար անհրաժեշտ է պետական միջամտություն։

Որքան էլ փորձենք կոկորդ պատռել, թե հարկավոր է Հայաստանում սկսել լուրջ քաղաքականություն իրականացնել արևային կայանների շինարարության, արևային վահանակների արտադրության ծավալների մեծացման հարցում ակնհայտ է, որ գործող իշխանությունները որդեգրել են այս ոլորտը ձախողելու քաղաքականությունը։

Եվ, ըստ էության, այն ինչ կատարվում է այսօր վկայում է մեկ բանի մասին, որ մասնավոր ընկերությունները ստիպված են լինելու դեռ երկար սեփական միջոցներով և առանց պետական աջակցության իրականացնել արևային էներգիայի արտադրությունը Հայաստանում, դրանք միացնել էներգետիկ ընդհանուր ցանցին և Հայաստանում ավելացնել էլեկտրաէներգիայի արտադրման ծավալները։
