Անհետ կորած անձանց հարազատների հայտարարությունը հունիսի 29-ի առթիվ

Հունիսի 29-ը անհետ կորած անձանց հիշատակի օրն է։ Արցախյան 44-օրյա պատերազմի հետևանքով  38 անձ պաշտոնապես պահվում են գերության մեջ, իսկ  300-ից ավելի հայ զինծառայող և քաղաքացիական անձ համարվում են անհետ կորած։ Նրանցից շատերը գտնվում են փաստացի գերության մեջ, որոշ դեպքերում զոհված անձանց մարմինները կամ մասունքները թաքցվում են կամ չեն հայտնաբերվել որոնողական աշխատանքների արհեստական խոչընդոտների արդյունքում, իսկ որոշ դեպքերում էլ մասունքների ԴՆԹ փորձաքննության արդյունքները կասկածելի են կամ բավարար չեն անձի ճակատագիրը պարզելու համար։  

Գիտակցելով, որ սույն հարցի առնչությամբ հապաղող և ոչ նախաձեռնող կեցվածքը դժվարացնելու է փաստացի գերության մեջ գտնվող անձանց հայրենադարձումը, զոհված անձանց մասունքների հայտաբերումը և երկարացնելու է նրանց հարազատների տառապանքները, մենք՝ 44-օրյա պատերազմի հետևանքով անհետ կորած անձանց հարազատներս հրապարակավ դիմում ենք ՀՀ իշխանություններին հետևյալ պահանջով․

-          Հաշվի առնելով Ադրբեջանի կողմից թաքցվող անձանց ակնհայտ մեծ թիվը՝ խուսափել այնպիսի ձևակերպումներից, որոնք ներքին կամ արտաքին լսարանի մոտ տպավորություն կստեղծեն, թե Ադրբեջանում փաստացի պահվում են 38 կամ դրան մոտ թվով գերիներ։ Ադրբեջանում պահվող գերիների մասին ցանկացած մեկնաբանություն կատարելիս շեշտադրել թաքցվող անձանց բացահայտելու և հայրենադարձելու անհրաժեշտությունը։

-          Իրականացնել պատշաճ քննություն պարզելու յուրաքանչյուր անհետ կորած անձի ճակատագիրը, նրա անհետացման դեպքի հանգամանքները, յուրաքանչյուր անձի անհետացման վայրում իրականացնել որոնողական աշխատանքներ։

-          Միջազգային բոլոր հարթակներում բարձրաձայնել անհետ կորած անձանց ընտանիքի անդամների՝ ճշմարտությունն իմանալու իրավունքի ապահովման անհրաժեշտությունը՝  ընդգծելով  Ադրբեջանի կողմից ճշմարտության բացահայտման արհեստական խոչընդոտների վերացման հրատապությունը։

-          Լուսաբանել և ըստ արժանավույն գնահատել անհետ կորած զինծառայողների սխրանքները։

-          Միջոցներ ձեռնարկել շարունակելու Արցախում որոնողական աշխատանքները, բացահայտել հայ զինծառայողների և քաղաքացիական անձանց թաղման վայրերը։

-          Ներդնել ԴՆԹ փորձաքննությունների սխալմունքի բացահայտման արդյունավետ մեխանիզմ։

Հաշվի առնելով հարցի հրատապությունը՝ հորդորում ենք հանրության լայն շերտերին, ԶԼՄ-ներին և  միջազգային կառույցներին ուշադրության կենտրոնում պահել անհետ կորած անձանց հիմնախնդիրը։

Սույն հայտարարությանը միացել են շուրջ հարյուր անհետ կորած անձանց հարազատներ։
