Ռուսական հետողորմյան` յոթ տարի անց. վերադարձան Հովիկ Աբրահամյանի առաջարկին

Գրեթե յոթ տարի առաջ՝ 2015 թվականի սեպտեմբերին Հայաստանի վարչապետ Հովիկ Աբրահամյանը առաջարկել էր ռուսական գազի դիմաց վճարել ռուսական ռուբլով։ Այդ ժամանակ վարչապետ Աբրահամյանը կանխատեսել էր, որ էներգակիրների հսկայական պաշար ունեցող Ռուսաստանը, սեփական արժույթի փոխարեն ուժեղացնելով դոլարը, ԵԱՏՄ երկրների, նույնն է` ՌԴ դաշնակից երկրների տնտեսությունը անընդհատ հարվածի և արտարժույթային ցնցումների տակ է պահում։

Աբրահամյանը անտրամաբանական էր համարել դոլարով գազի դիմաց վճարումներ անելը, քանի որ Ռուսաստանից գնված գազի դիմաց վճարելու համար այդ երկրի գործընկերները ստիպված են լինում դոլար գնել, մինչդեռ կարելի էր միանգամից ռուբլով կատարել վճարումները` ուժեղացնելով նաև ռուսական արժույթը։ 

ԵԱՏՄ գործընկերները խոստացել էին քննարկել առաջարկը, սակայն այդպես էլ որևէ գործուն քայլ չէր կատարվել այդ ուղղությամբ, իսկ ՀՀ վարչապետը հայտնվել էր տեղական արևմտամետների, որոշ փորձագիտական շրջանակների և քաղաքական ընդդիմության քննադատությունների թիրախում։ 

Մինչդեռ, վարչապետի առաջարկը տնտեսական օգուտներ էր բերելու թե՛ Հայաստանին, թե՛ Ռուսաստանին, նվազեցնելու էր Արևմուտքից կախվածությունը, նպաստելու էր ԵԱՏՄ-ում տնտեսական ինտեգրացիային, և, ի վերջո, նույն Ռուսաստանին հնարավորինս զերծ էր պահելու այն նույն ռիսկերից, ինչի դեմ այժմ, արդեն ուշացած, պայքարում է նույն Հովիկ Աբրահամյանի առաջարկի մոտիվներով։ 

Այսօր, երբ ռուս-ուկրաինական պատերազմը փոխել է տնտեսական բալանսը ողջ աշխարհում, իսկ Ռուսաստանն ինքն է պահանջում բոլոր երկրներից գազի և էներգակիրների դիմաց վճարել ռուբլով, ակնհայտ է դառնում, թե որքան կարևոր ժամանակահատված է կորցրել նույն Ռուսաստանը։ Եթե ժամանակին ընդունեին խելամիտ առաջարկը, աշխարհի տնտեսությունը բոլորովին այլ կլիներ, ռուսական ռուբլին ամրապնդված, իսկ Ռուսաստանի և այդ երկրի տնտեսությունից կախում ունեցող երկրները չէին հայտնվի լրջագույն խնդիրների հետ։ 

Առաջարկի իրականացումը հնարավորություն կտար թուլացնել դոլարի ճնշումը թե՛ Հայաստանի, թե՛ բազմաթիվ այլ երկրների տնտեսությունների վրա, Ռուսաստանը այժմ համեմատաբար կայուն  իրավիճակում կլիներ։ 

Արդյունքում, միայն դանակը ոսկորին հասնելուց հետո վերադարձան Հայաստանի կողմից պաշտոնապես հնչեցված ողջամիտ առաջարկին։

Ինչպես ասում են` լավ է ուշ, քան երբեք։
