Առանց ռազմականացման Հայաստանը դատապարտված է․ Ավետիք Չալաբյանի դեղատոմսը

Իրականությունն այն է, որ առանց ռազմականացման Հայաստանը դատապարտված է։ «ԱՐԱՐ» հիմնադրամի համահիմնադիր, հասարակական-քաղաքական գործիչ Ավետիք Չալաբյանն է արձանագրել ազատազրկման վայրից գրած իր նոր հոդվածում։ Միաժամանակ, Չալաբյանն ընդգծում է, թե ռազմականացումն ինքնին նախորդ իշխանությունների կողմից կիրառված մոդելով ևս կայուն լուծում չէ, և բերում է ռեսուրսների վատնման՝ առանց ցանկալի անվտանգային արդյունքի։
 
Չալաբյանի կարծիքով, Հայաստանի ռազմականացումը խորը մտածված, համակարգային մոդելի կարիք ունի, և այն չի նշանակում պարզապես մեծ բանակ, այլ վերաբերում է պետության կազմակերպման բոլոր ասպեկտներին։
 
«Ռազմականացված երկրում առաջնային նշանակություն ունի ռազմական արդյունաբերությունը, այն պետք է կարողանա ստեղծել բարդ մակարդակի համակարգեր և կարողանա դրանք իրապես կիրառել ռազմադաշտում։ Այն ոչ միայն պետք է բավարարի սեփական բանակի պահանջները, այլև դառնա մրցունակ գլոբալ մասշտաբով և արտահանման եկամուտներ ապահովի երկրին (համեմատության համար՝ 2021թ. Իսրայելի ռազմարդյունաբերության արտահանումը գերազանցել է Հայաստանի տնտեսության ամբողջ համախառն արդյունքին)»,- նշել է Ավետիք Չալաբյանը։
 
Ի տարբերություն գործող իշխանությունների և նրանց ընդդիմության, հասարակական-քաղաքական գործիչը հստակ չափորոշիչներ է սահմանում, դեղատոմսեր նշում, թե՛ բանակի վերափոխման, թե՛ ռազմականացման այլ ասպեկտների վերաբերյալ։ Մասնավորապես, ընդգծում է, թե ապագա Հայկական բանակը պարտադիր չէ, որ լինի մեծաքանակ, բայց այն պետք է լինի գերտեխնոլոգիական։
 
«Հայաստանի Հանրապետության բանակի թվակազմը կարող է լինել 50 000 ծառայողի սահմաններում, ևս 10-12000 զինծառայողներ պետք են լինելու Արցախում (հիմնականում տեղաբնակների կազմից), սակայն այդ բանակը պետք է ունենա այսօրվանից էապես տարբեր կառուցվածք։ Այսօրվա բանակի թվակազմի 2/3-ը հետևակն է, ընդ որում՝ հիմնականում մարտական պահպանություն իրականացնող։ Ապագա բանակում մարտական պահպանության խնդիրները պետք է համատարած ավտոմատացվեն, նրանում ներգրավված անձնակազմը՝ նվազեցվի»,- նշել է նա։
 
«ԱՐԱՐ» հիմնադրամի համահիմնադիրը նաև ֆինանսավորման աղբյուրներն է նշում, թե որտեղից Հայաստանը կարող է միջոցներ հայթայթել ռազմականացումը կյանքի կոչելու համար, նշում, որ իրական արդյունքի հասնելու համար հարկավոր է ռազմական ծախսերի կայուն ավելացում, ենթադրաբար հեռանկարում համախառն արդյունքի մինչև 7%-ի չափով, որը գերազանցում է այսօրվա մակարդակը կրկնակի։ Խնդիրը, սակայն, բոլորովին այլ վայրում է, Հայաստանը չի կարող ռազմականացման այսպիսի ծրագիր ունենալ և իրականացնել գործող վարչախմբի պայմաններում, որն իր սնամեջ խաղաղության օրակարգով հանրությանը համոզում է, թե անհնար է ուժեղ և պաշտպանված լինել հզոր թշնամիներով այս տարածաշրջանում։ Առաջին և կարևոր խնդիրը Հայաստանը գործող քաղաքական համակարգից ազատելն է, երկիրը իրական զարգացման ռելսերի վրա դնելը, հստակ տեսլական ունենալը, իսկ այդպիսի տեսլական ունեցող մարդիկ այսօր Հայաստանում կա՛մ կալանքի տակ են, կա՛մ հետապնդվում են փաշինյանական վարչախմբի կողմից։
