Չորս տարվա ընթացքում Փաշինյանի կառավարությունը ՀԴՄ-ի մակարդակից չի բարձրացել․ տնտեսագետ

Կառավարության հրապարակած 9,4 տոկոս տնտեսական ակտիվության մեջ շոգեքարշի դերը կատարել է ծառայությունների ոլորտը։ Նույն կառավարությունը նաև հրապարակել էր, որ Ռուսաստանից մինչև 100 հազար մարդ է եկել Հայաստան, որոնք բիզնես հետաքրքրություն են ցուցաբերել Հայաստանի նկատմամբ։ Սրա ֆոնին բնական է, որ ծառայությունների ոլորտում նման աճ պետք է լիներ։ Այս մասին «Փաստինֆո»-ի եթերում հայտարարել է Աուդիտորների պալատի նախագահ, տնտեսագետ Նաիրի Սարգսյանը։

Տնտեսագետի արձանագրմամբ՝ տնտեսական իրական աճ ունենալու համար շոգեքարշի դեր պետք է կատարեր տեղական արդյունաբերությունը, մինչդեռ այս ոլորտում տնտեսական ակտիվության ցուցանիշն ընդամենը 2,6 տոկոս էր։

«ՀՀ-ի առջև ծառացած շատ լուրջ մարտահրավերներ ունենք։ Տնտեսական ակտիվությունը ոչինչ չի ասում, եթե մենք չունենք արդյունաբերություն, գյուղատնտեսություն։

Աշխարհն այլ ուղղությամբ է գնում հիմա։ Պետք է ուշադրություն դարձնել նրան, թե տարվա մեջ ինչքան է աճել ՀՆԱ-ն, ազգային եկամուտը։ 2019-ին 7 տոկոսին մոտ էր այդ ցուցանիշը, 2020-ին անկում է եղել, 2021-ին՝ 5,6 տոկոս։ 2022-ին 1,6 տոկոս աճ է կանխատեսվում։ Նախկինները, որ համարվում էին կոռումպացված, 7 տոկոսն առանց որևէ բանի ապահովում էին»,-ասաց Սարգսյանը։

Անդրադառնալով որոշակի ոլորտներում այս տարվա առաջին երեք-չորս ամիսներին արձանագրված ցուցանիշների համեմատաբար բարձր լինելուն՝ տնտեսագետը նկատեց, որ դրանք ընդամենը համեմատության մեջ են այդպես թվում, իսկ իրականում վիճակն անմիխիթար է։

«2020թ․ նույն ծառայությունների ոլորտում, օրինակ, մինչև -8 տոկոս անկում ենք ունեցել։ Իսկ եթե հաշվի ենք առնում նաև այն, այդ ցուցանիշի ապահոված մեջ մեծ դեր են խաղացել ՌԴ-ից եկած 100 կամ 120 հազար մարդը, ուղղակի ծիծաղելի է»,-նշեց տնտեսագետը։

Շինարարության ոլորտում նկատվող ակտիվությունը ևս, ըստ Սարգսյանի, խաբուսիկ է, քանի որ եկամտային հարկի արտոնության չեղարկումն է նպաստել շինարարության ակտիվացմանը։ Մյուս կողմից, ցանկացած կառավարության օրոք այդ ոլորտում աճ եղել է և կլինի՝ անկախ ամեն ինչից։

Տնտեսագետի արձանագրմամբ՝ Փաշինյանի գլխավորած կառավարությունը չորս տարվա ընթացքում ՀԴՄ-ի մակարդակից չի բարձրացել, իրական բարեփոխումների փոխարեն մանիպուլալյացիոն թվերով ժողովրդին, ուղղակի, խաբել է։

«Կրթության վերաբերյալ իշխանության գիտելիքը սահմանափակվում է դպրոցներ, սպորտդահլիճներ վերանորոգելով։ Այսինքն՝ գումար է հատկացվում դրանց վերանորոգման համար, հետո ասվում, թե կրթության մեջ ներդրում է արվել։ Սպորտադլիճը վերանորոգելը ռեֆորմ չ է։ Հարկային օրենսգրքի, բյուջետային ծախսերի ֆունդամենտալ փոփոխություն պետք է տեղի ունենար։ Փոխարենը մեր պարտքը 4,3 տրիլիոնի է հասել։ Դա նպաստելու է, որ տարբեր պարտքատեր երկրներ անընդհատ պահանջելն, որ դեգրադացնող իրավական ակտեր ընդունենք»,-նկատեց Սարգսյանը։

Տնտեսության տարբեր ոլորտներում վիճակագրական կոմիտեի հրապարակած թվերը մեջբերելով՝ Սարգսյանը շեշտեց, որ Փաշինյանի կառավարության գործելաոճը՝ ասել մի բան, անել՝ տրամագծորեն հակառակը, ապացուցում են, որ մանիպուլյացիաները շատ-շատ են։

«Պատերազմից և կորոնավիրուսային շոկերից հետո մեր տնտեսական քաղաքակությունը թռիչքձև պետք է զարգանար։ 50, 100 տոկոսից ցածր տնտեսական աճի ցուցանիշ չպետք է սահմանեինք»-համոզմունք հայտնեց տնտեսագետը։
