Երեք հազար բնակարանների և առանձնատների կառուցումը սկսված է․ Արցախի նախագահ

Արցախի Հանրապետության նախագահ Արայիկ Հարությունյանը ժողովրդագրական խնդիրը Արցախի և Հայաստանի առջև ծառացած մարտահրավերներից մեկն է համարում։ Ինչպես տեղեկացնում է «Արմենպրես»-ի թղթակիցը, «Ապագա Հայկականը» նախաձեռնության կողմից Ստեփանակերտում անցկացված Արցախում ժողովրդագրական խնդիրների լուծմանն ուղղված ֆորումի փակման արարողության ժամանակ Հարությունյանը նշեց, որ ժողովրդագրական խնդիրը ունի իր սուբյեկտիվ և օբյեկտիվ պատճառները։

 «Մեր հենց այսօրվա առաքելությունը կայանում է նրանում, որ ոչ միայն ապրենք մեր հայրենիքի այս հատվածում, այլ ստեղծենք բոլոր նախադրյալները, որոնք թույլ են տալիս մեր այն հայրենակիցներին, ովքեր այսօր բնակվում են հայրենիքից դուրս՝ Հայաստանի Հանրապետությունից, Արցախի Հանրապետությունից դուրս, ստանալ այդ հնարավորությունը։ Մեր խնդիրը միայն Արցախի Հանրապետությանը չէ, այդ նույն ժողովրդագրական խնդիրը ունեն Հայաստանի Հանրապետությունում, և անկախության տարիներին, ցավոք, ժողովրդագրական բավարար ցուցանիշներ չի ապահովել։  Դրա համար, եթե խոսում ենք Արցախի ժողովրդագրական պատկերի, Արցախի անվտանգության, Արցախի քաղաքական խնդիրների վերաբերյալ, ապա մենք պետք է հաշվի առնենք, որ առանց մայր հայրենիքի, առանց Հայաստանի Հանրապետության հզոր հայրենիք հնարավոր չի ունենալ»,- ասաց Հարությունյանը։

Արցախի նախագահը անհրաժեշտ է համարում հայրենակիցների համար պայմաններ ստեղծել, որը կխթանի բնակչության աճը։
«Տեղյակ եք, որ այսօր լայնածավալ բնակարանաշինություն է ընթանում, և այն սխալը, որը թույլ ենք տվել 1990-ականներին, երբ  տասնյակ հազարավոր մարտակերտցիների և շահումյանցիների Արցախի Հանրապետությունում ապրելու այդ հնարավորությունը բաց ենք թողել, այսօր դա չպետք է կրկնենք։ Չպետք է կրկնենք, և ոչ միայն բռնի տեղահանված հայրենակիցներին պետք է հնարավորություն տանք հետ գալ Արցախում ապրելու, այլ նաև պետք է ստեղծենք պայմաններ նրանց համար, ովքեր ուզում եմ ապրել Արցախում՝ այդ նույն պայմանները ապահովելով։ Արդեն մոտ 600 ընտանիք բնակարաններով ապահովված են։ Ընթացքում են գյուղերում առկա հին բնակֆոնդի վերականգման աշխատանքները, որոնք էլի ուղղում ենք ոչ միայն տեղահանվածների, այլ նաև այն ընտանիքների, որոնք բազմազավակ են և բնակարանային խնդիրներ ունեն։

3 հազար բնակարանների և առանձնատների կառուցումը սկսված է, իսկ ընդհանուր մեր ծրագիրը 7 հազար նոր տուն կառուցելն է։ Դա պետք է ավարտենք։ Եվ այն գաղափարախոսությունը, որ եթե ուզում ենք Արցախում ունենալ ժողովրդագրական աճ, բոլոր այդ խնդիրների մեջ գլխավորը պետք է լինի  բնակարանաշինությունը։ Եվ մեր կարգախոսը՝ «Յուրաքանչյուր Արցախի ընտանիքին առանձին բնակարան», պետք է կյանքի կոչենք»,- եզրափակեց Արայիկ Հարությունյանը։
