«Տնտեսական ակտիվությունը աղքատ բնակչության վրա որևէ ազդեցություն չի թողել». «Փաստ»

«Փաստ» օրաթերթը գրում է

Դոլարի փոխարժեքը երեկ նվազեց ևս 5 դրամով, եվրոյինը՝ մոտ 6: Արտարժույթի շուկայում անկանխատեսելի, տնտեսագիտական որևէ կանոնի չենթարկվող ինչ-որ արհեստական, աննորմալ վիճակ է ստեղծվել, ինչը բիզնեսին անընդհատ հարված է հասցնում:

Այս մասին «Փաստի» հետ զրույցում նշել է Աուդիտորների պալատի նախագահ Նաիրի Սարգսյանը՝ անդրադառնալով վերջին շրջանում արտարժույթի կտրուկ տատանումներին:

Նա շեշտեց՝ դոլարը բարձրացավ մոտ 530 դրամ, հետո շատ կտրուկ նվազեց՝ հասնելով 450-ի, հետո նորից բարձրացավ՝ հասավ 490-ի, իսկ հիմա 460 է: Ն. Սարգսյանը, ի տարբերություն մի շարք տնտեսագետների, դոլարի արժեզրկումը չի կապում ԱՄՆ-ում առկա գնաճի հետ: Հաշվի առնելով մեր վիճակագրությունը՝ նա շեշտում է, որ 30 տարվա ընթացքում երբեք հայկական դրամը զգայուն չի եղել ԱՄՆ դոլարի նկատմամբ. դրամի արժևորումը կամ արժեզրկումը միշտ կապված է եղել ռուբլու հետ: Թվարկելով դրամի արժևորման օբյեկտիվ պատճառները՝ նա նշել է, որ դրանք իրականում նվազեցրել են դոլարի պահանջարկը, և դոլարի արժեզրկումն այդ ֆոնին սպասելի էր. «Բայց այս ֆոնին դոլարի կրկին արժևորումը, երբ 450-ից նորից 490 դարձավ, արդեն աննորմալություն էր, քանի որ պահանջարկը նույն մակարդակի էր, ու անհասկանալի էր, թե ինչու արժևորվեց»:

Անդրադառնալով այս տարվա առաջին եռամսյակում ՀՀ տնտեսական ակտիվության 9,6 % աճին, որն իշխանության կողմից որպես մեծ ձեռքբերում է համարվում, նա ընդգծեց՝ բնական է, որ նման աճ պետք է արձանագրվեր՝ հաշվի առնելով հատկապես ՌԴ-ից ներհոսքը ՀՀ. «Նշված ցուցանիշը, այո, մակրոմակարդակում որոշակի բարելավում է ցույց տվել, բայց երբ նայում ենք ՀՀ-ի աղքատ բնակչության վրա ազդեցություն թողնել-չթողնելու համատեքստում, ապա պատասխանը միանշանակ է՝ տնտեսական ակտիվությունը աղքատ բնակչության վրա որևէ ազդեցություն չի թողել»: Սարգսյանը նաև հավելեց, որ կառավարությունը շարունակում է ոչինչ չանել՝ նույնիսկ նշյալ հնարավորությունից օգտվելու համար:
