Ինչպես է Խծաբերդ գյուղն անցել հակառակորդի վերահսկողության տակ. ՔԿ-ն մանրամասներ է հայտնում

ՀՀ քննչական կոմիտեի զինվորական քննչական գլխավոր վարչության հատկապես կարևոր գործերի քննության վարչությունում իրականացված քննչական և դատավարական այլ մեծածավալ գործողությունների արդյունքում պարզվել են ՊՆ N զորամասի գումարտակի հրամանատարի կողմից պետի օրինական և սահմանված կարգով տրված  հրամանը չկատարելու, մարտադաշտն ինքնակամ լքելու և ծառայության նկատմամբ անփույթ վերաբերմունք ցուցաբերելու դեպքերի բոլոր հանգամանքները: Այս ,ասին հայտնում է ՀՀ ՔԿ-ն:

Քննությամբ ձեռք բերված փաստական տվյալների համաձայն՝ Ադրբեջանի Հանրապետության կողմից Արցախի Հանրապետության դեմ սանձազերծած ագրեսիվ պատերազմից և 2020 թվականի նոյեմբերի 9-ին եռակողմ համաձայնագրի կնքումից հետո՝ 2020 թվականի սեպտեմբերի 27-ին ՀՀ կառավարության որոշմամբ հայտարարված ռազմական դրության պայմաններում, Ա.Ղ.-ն, իրականացնելով ՊԲ N զորամասի տանկային աշտարակների գումարտակի հրամանատարի պարտականությունները, 2020 թվականի դեկտեմբերի 12-ին ստացած հրամանի համաձայն՝  իր ենթակա անձնակազմի հետ տեղակայվել է Արցախի Հանրապետության Հադրութի շրջանի Խծաբերդ և Հին Թաղեր գյուղերի խաչմերուկում գտնվող տեղամասում:

Հաջորդ օրը՝ ժամը 11:00-ի սահմաններում, նշված տեղամասում հակառակորդի զինված ուժերի ներկայացուցիչները Ա.Ղ.-ին պահանջ են ներկայացրել ենթակա անձնակազմի հետ միասին մինչև նույն օրը՝ ժամը 17։00-ն, լքել բոլոր մարտական հենակետերը։ Այդ մասին վերջինս զեկուցել է վերադաս հրամանատարությանը, որին ի պատասխան հրաման է ստացել իր ենթակա գումարտակի անձնակազմի հետ անցնել շրջանաձև պաշտպանության, իրականացնել իրենց պահպանությանը հանձնված մարտական դիրքերի պաշտպանությունը՝ կանխելով հակառակորդի առաջխաղացումը։

Սակայն Ա.Ղ.-ն դեկտեմբերի 13-ին՝ ժամը 12:00-ի սահմաններում, տեղեկանալով հակառակորդի հնարավոր հարձակման մասին, չի կատարել իր անմիջական ղեկավարի օրինական և սահմանված կարգով տրված հրամանը, փոխարենը՝ մարտական դիրքերում տեղակայված դասակների անձնակազմին հրաման է տվել թողնել մարտական դիրքերը և նահանջել զբաղեցրած բնագծի տարածքից:

Այնուհետև, նույն օրը՝ ժամը 17:00-ի սահմաններում, գումարտակի շտաբի պետն ինքնակամ լքել է մարտադաշտը, ապա ենթակա դասակի անձնակազմին հրաման է տվել թողնել տեղամասում զբաղեցրած մարտական դիրքերը և նահանջել, ինչը առաջացրել է ծանր հետևանքներ՝ Արցախի Հանրապետության Հադրութի շրջանի Խծաբերդ գյուղի պաշտպանության համար զբաղեցրած մարտական դիրքերը և Խծաբերդ գյուղն անցել են հակառակորդի վերահսկողության տակ։

Բացի այդ, մինչև մարտական հերթապահության մեկնելը, Ա.Ղ.-ն, ստանալով ծառայողական գաղտնիք պարունակող՝ Արցախի Հանրապետության Խծաբերդ գյուղի տեղանքը պատկերող աշխատանքային քարտեզ, ինչպես նաև N զորամասի տանկային աշտարակների գումարտակի անձնակազմի վերաբերյալ անհատականացնող տեղեկատվություն պարունակող էլեկտրոնային կրիչ, անձնական պատասխանատվություն կրելով ծառայողական գաղտնիք պարունակող վերոնշյալ քարտեզի և էլեկտրոնային կրիչի պահպանման համար և պարտավոր լինելով իր մոտ պահել դրանք, անփույթ վերաբերմունք է դրսևորել ծառայության նկատմամբ, որի հետևանքով գաղտնիք պարունակող հիշյալ տեղեկատվությունն անցել է հակառակորդի տիրապետության տակ:
