«Հայաստանը համաձայնում է Արցախը ճանաչել Ադրբեջանի կազմում»

Գործող վարչապետի ելույթի հիմնական իմաստն այն էր, որ պատրաստ է ստորագրել մի պայմանագիր, որով Արցախը ճանաչելու է Ադրբեջանի կազմում և հիմքում դնելու է իրավունքների հարցը և երևի ինչ-որ երաշխավորներ լինեն այդ միջազգային իրավունքից: Այս մասին ԼՈՒՐԵՐ.com -ի հետ զրույցում ասաց քաղաքագետ Ստեփան Դանիելյանը:

Ըստ քաղաքագետի՝ ինչ-որ ստվերային բանակցություններ են գնում, որի հիմնական մոդեռատորները երկուսն են՝ Ռուսաստանն ու Եվրամիությունը. «Արտաքին հայտարարություններից ելնելով՝ ակնհայտ է, որ Ռուսաստանի և Եվրամիության միջև կան հակասություններ: Եթե խոսքը իրավունքների մասին է, հարց է առաջանում, թե այդ իրավունքները ինչպիսին են լինելու, Ադրբեջանը արդյոք համաձայնելու է պահպանել այդ իրավունքները և թե որոնք են լինելու միջազգային երաշխիքները»,- նշեց Ստեփան Դանիելյանը:

Նա այն կարծիքին է, որ այս ամենի հիմքում աշխարհաքաղաքական պայքար է՝ Ռուսաստանի և Արևմուտքի միջև և Արցախի հարցը ընդհանրապես Հարավային Կովկասում Ռուսաստանի կամ Արևմուտքի ներկայության մասին է.

«Սա է գլխավոր ինտրիգը, որը արտահայտվելու է իրավունքների և երաշխքիների հարցում: Հիմնական գործընթացն այստեղ է գնում, և եթե ինչ-որ պայմանագիր ստորագրելու հարց լինի, ապա կարծում եմ՝ հնարավոր է ինչ-որ հակասություններ լինեն ՄԻՆՍԿ-ի խմբի երկրների միջև»,- ընդգծեց նա:

Անդրադառնալով Չավուշօղլուի այն հայտարարությանը, թե Հայաստանի և Ադրբեջանի ղեկավարների բրյուսելյան հանդիպումը չափազանց կարևոր ազդակ էր, քաղաքագետն ասաց, որ նույնսիկ Թուրքիայի և Ադրբեջանի ստվերային բանակցությունների միջև ինչ-որ հակասություններ կարող են լինել.

«Նրանց շահերը ևս տարբեր են: Նրանք դրական ազդակ համարում են այն, որ Հայաստանը համաձայնում է Արցախը ճանաչել Ադրբեջանի կազմում, բայց այն ճանաչելուց բխում են մի շարք հարցեր, որից կսկսվի նրանց միջև հիմնական պայքարը»,- ասաց մեր զրուցակիցը: 

Խոսելով խորհրդարանական ընդդիմությունից, նա նշեց, որ որևէ միասնական տեսակետ դեռ չի հնչել նրանց կողմից Արցախը Ադրբեջանի կազմում ճանաչելու վերաբերյալ.

«Ընդդիմությունը պետք է արձագանքեր այս երկու կետով՝ ա. համաձայն է դրա հետ, կամ համաձայն չէ, բ. եթե համաձայն չէ՝ ինչ քայլեր են ձեռնարկելու: Եթե այս հարցերի պատասխանները չկան, սա կարող է լինել ընդդիմության մահը: Այս պահին ՀՀ-ի ներքաղաքական իրավիճակի մասին խոսելը շատ դժվար է, որովհետև որքանով՝ ես եմ հասկանում, որևէ ներքաղաքական իրավիճակ չկա: Եթե հարցերի պատասխան լինի և այդ պատասխանների գոնե մի մասը հանրության համար լինի հստակ և հանրությունը ինչ-որ քայլերի միջոցով արձագանքի, նոր կարող ենք ասել, որ Հայաստանում ներքաղաքական ինչ-որ իրավիճակ կա: Հիմա չկա, և դա կարող է բերել ընդդիմության վերջնական հեղինակազրկմանը»,- եզրափակեց նա:
