Ադրբեջանական հանցավոր գործողությունների հետևանքով խաթարվել է Խրամորթ և Փառուխ համայնքների բնականոն կյանքը, որի հետևանքով տուժել են ավելի քան 400 անձինք, այդ թվում կանայք, երեխաներ, տարեցներ։ Այս մասին հայտնում է ԱՀ ՄԻՊ Գեղամ Ստեփանյանը։

«Մարդու իրավունքների պաշտպանի ներկայացուցիչներն այցելել են Ասկերանի շրջանի Խրամորթ համայնքից այս պահին տեղահանված և Ստեփանակերտում ժամանակավոր բնակվող անձանց։

Ադրբեջանական հանցավոր գործողությունների հետևանքով խաթարվել է Խրամորթ և Փառուխ համայնքների բնականոն կյանքը, որի հետևանքով տուժել են ավելի քան 400 անձինք, այդ թվում կանայք, երեխաներ, տարեցներ։

Տեղահանված անձանց մի մասը ժամանակավոր տեղավորվել է հարազատների և բարեկամների բնակարաններում, մի մասն էլ Կառավարության կողմից ապահովվել է ժամանակավոր կացարաններով։

Տեղահանված անձանց հետ ունեցած առանձնազրույցների ընթացքում արձանագրվել է, որ առաջին անհրաժեշտության աջակցություն ստացել են Ասկերանի շրջանի վարչակազմի, տարածքային կառավարման և ենթակառուցվածքների նախարարության կողմից և Կարմիր խաչի միջազգային կոմիտեից, իսկ սոցիալական զարգացման և միգրացիայի նախարարության կողմից իրականացվել է կարիքների գնահատում։

Խրամորթ և Փառուխ համայնքներից տեղահանված բնակչությանը Կարմիր խաչի միջազգային կոմիտեի Լեռնային Ղարաբաղի առաքելությունը տրամադրվել է սնունդ և հիգիենայի պարագաններ, ցուցաբերվելու է նաև ֆինանսական բնույթի աջակցություն։

Պաշտպանը լիազոր մարմինների ուշադրությունն է հրավիրում արձանագրված հետևյալ խնդիրների վրա՝
- Տեղահանված անձանց շրջանում առկա է հոգեբանական խոցելիության բարձր աստիճան, անհրաժեշտ է իրականացնել հոգեբանական աջակցության միջոցառումներ։

- Որոշ ընտանիքներում արձանագրվել է կենցաղային որոշակի իրերի բացակայություն։

- Խախտված է երեխաների կրթության իրավունքը, գործնականում նշված համայնքներից տեղահանված նախադպրոցական և դպրոցական տարիքի երեխաները զրկվել են հարազատ միջավայրում կրթություն ստանալու հնարավորությունից։

- Նշված համայնքներից տեղահանված անձանց շրջանում առկա է արժանապատիվ աշխատանքի իրավունքի իրացման անհնարինություն։

ՄԻՊ աշխատակազմի կողմից շարունակվում են խոցելիության բարձր աստիճան ունեցող անձանց՝ մասնավորապես տեղահանված բնակչության իրավունքների պաշտպանության մշտադիտարկումները, արձանագրվող խնդիրները գույքագրվում և ուղարկվում են պետական լիազոր մարմիններին»,- գրել է Ստեփանյանը։
