Նոր որոշում. Կոմիտասի անվան ազգային քառյակը միանում է «Կամերային երաժշտության ազգային կենտրոն»-ին

Կառավարությունն իր այսօրվա՝ մարտի 24-ի նիստում որոշեց «Կոմիտասի անվան ազգային քառյակ» պետական ոչ առևտրային կազմակերպությունը միացնել «Կամերային երաժշտության ազգային կենտրոն» պետական ոչ առևտրային կազմակերպությանը:

Որոշման հիմնավորման մեջ նշվում է, որ ներկա դրությամբ Հայաստանում գործում են 10 պետական կարգավիճակ ունեցող մշակութային կազմակերպություններ, որոնք չեն տիրապետում գործունեության մշտական հարթակների, տեղակայված են այլ կառույցներին պատկանող տարածքներում։

Այսպես՝ Հայաստանի պարի պետական անսամբլը գործում է Օպերայի և բալետի ազգային ակադեմիական թատրոնում, Հայաստանի պարարվեստի «Բարեկամություն» պետական համույթը՝ «Ա․Խաչատրյան համերգասրահ»-ի նկուղային հարկում, Հայաստանի երգչախմբային ընկերության անբարենպաստ պայմաններում է ստեղծագործում Թ․Ալթունյանի անվ․ երգի-պարի պետական համույթը, «Հայաստանի էստրադային ջազ-նվագախումբը»՝ Ճարտարապետների միությունում:Ակնհայտ է, որ գույքային պակասորդը հատկապես սուր է զգացվում երաժշտարվեստի և պարարվեստի ոլորտում: Առանձին պետք է նշել այն հանգամանքը, որ պետական վերոհիշյալ կազմակերպություններն իրենց կանոնադրական նպատակների իրականացման ընթացքում, հանդես գալով այլ պետական կազմակերպությունների հարթակներում, սահմանված կարգով կնքում են ծառայությունների մատուցման պայմանագրեր՝ կատարելով համապատասխան վճարումներն արտաբյուջեի կամ բյուջեի հաշվին։

Ընդգրկվելով «Կամերային երաժշտության ազգային կենտրոն» պետական ոչ առևտրային կազմակերպությունը կազմում՝ «Կոմիտասի անվան ազգային քառյակ» ՊՈԱԿ-ը ձեռք է բերում փորձերի և համերգային գործունեություն իրականացնելու անհամեմատ առավել բարենպաստ պայմաններ, ընդ որում՝ առանց լրացուցիչ վճարի: Ավելին, «Կոմիտասի անվան ազգային քառյակ»պետական ոչ առևտրային կազմակերպության գործունեությունը այս կերպ կընդգրկվի կամերային երաժշտության միասնական քաղաքականության և գովազդատեղեկատվական ընդհանուր արշավի համատեքստ: Այս հանգամանքն ինքնին կխթանի արտաբյուջետային միջոցների աճին:

«Կոմիտասի անվան ազգային քառյակը» չունի սեփական դահլիճ և իր փորձերն իրականացնում է Երևանի Կոմիտասի անվան պետական կոնսերվատորիայի տարածքում:Քառյակի հաստիքակազմը բաղկացած է 6 հոգուց, որից 4-ը՝ ստեղծագործական կազմի անդամներ, 1 տնօրեն և 1 հաշվապահ: Կոմիտասի անվան ազգային քառյակը բնականոն գործունեությանը խոչընդոտում են համերգների կազմակերպման, տոմսային տնտեսության վարման, գովազդատեղեկատվության ապահովման, մշտական փորձասենյակի բացակայության և դահլիճների վարձակալության հետ կապված խնդիրները:

«Կամերային երաժշտության ազգային կենտրոնի» ներքո արդեն իսկ գործում են Հայաստանի պետական կամերային նվագախումբը, Հայաստանի պետական կամերային երգչախումբը, Հնագույն երաժշտության «Տաղարան» համույթը, «Հովեր» պետական կամերային երգչախումբը, Երևանի պետական  կամերային երգչախումբը:

Բացի այդ,«Կամերային երաժշտության ազգային կենտրոն» պետական ոչ առևտրային կազմակերպությունում առկա է ադմինիստրատիվ և տեխնիկական սպասարկում իրականացնող աշխատակազմ, որը ապահովում է վերջինիս ենթակայությամբ գործող 5 ստեղծագործական կազմակերպությունների համերգային գործունեությունը, կարգավորում է դրանց տոմսային տնտեսությունը, զբաղվում է կազմակերպության գովազդատեղեկատվական գործունեությամբ:
