Ադրբեջանական ագրեսիայի հետեւանքով Արցախում խաթարվել է երեխաների՝ մանկապարտեզ ու դպրոց հաճախելու իրավունքը

Արցախում արդեն 9-րդ օրն է՝ գազամատակարարում չկա։ Ջեռուցման անհնարինության պատճառով դպրոցներում գարնանային արձակուրդները մեկնարկել են նախատեսվածից մեկ շաբաթ շուտ՝ մարտի 14-ից։ Մանկապարտեզներից որոշները ժամանակավորապես փակվել են, որոշներն էլ դեռ գործում են՝ ինչքան ռեսուրսները կբավականացնեն։

«Գազով ջեռուցվող մանկապարտեզների մի մասը ժամանակավոր փակվել են, որոշներն էլ անցել են էլեկտրական ջեռուցման։ Բայց նշեմ, որ դրանք էլ ամբողջ ծանրաբեռնվածությամբ չեն աշխատում․ օրինակ՝ Ստեփանակերտի թիվ 2 մանկապարտեզում, քանի որ բավարար ջերմաստիճան հնարավոր չի լինում ապահովել, մսուրային խումբը փակվել է։ Ու միայն այդտեղ չէ․ էլի մանկապարտեզներ կան, որ նորմալ չի տաքացվում, ստիպված ժամանակավորապես փակվել են որոշ խմբեր»,-«Փաստինֆո»-ի հետ զրույցում ասաց Արցախի ԿԳՄՍ նախարարի տեղակալ Միքայել Համբարձումյանը։

Հադրութի շրջանի երեխաների համար 2021թ․ հունիսից գործող «Դիզակ» մանկապարտեզը համառորեն գործողների շարքում է․ Մարտից 8-ից առայսօր «Դիզակ»-ը ոչ մի օր չի փակվել։

«Առաջին 2-3 օրն աշխատակիցներն են էլեկտրական տաքացուցիչներ բերել․ ով որտեղից կարողացել՝ հայթայթել էր, հետո Հադրութի կրթության բաժնի միջոցով ձեռք բերեցինք մի քանի էլեկտրական տաքացուցիչ ու հիմա արդեն բոլոր սենյակները տաքացնելու հնարավորություն ունենք»,-«Փաստինֆո»-ի հետ զրույցում ասում է Ստեփանակերտում Հադրութի երեխաների համար գործող «Դիզակ» մանկապարտեզի տնօրեն Ռիտա Սարդարյանը։

Խոհանոցում ևս էլեկտրական սալօջախ են օգտագործում։ Որպեսզի երեխաների սնվելու ժամը չխախտվի, խոհարարն ու օգնականը սովորականից մոտ մեկ ժամ շուտ են անցնում գործի։ Սարդարյանն ասում է՝ բոլորս գիտակցում ենք, որ ժամանակավոր է այս անհարմարությունը ու պետք է անենք հնարավորը, որ երեխաները չտուժեն։

«Ձմռան ընթացքում շենքը գրեթե մշտապես ջեռուցվել է։ Աշխատանքի էինք գալիս սահմանված գրաֆիկով, իսկ ամսի 8-ից մի քանի աշխատակից սովորականից մեկ ժամ շուտ են գալիս, որ մինչև երեխաների գալը սենյակները հասնենք տաքացնել»,-ասում է մանկապարտեզի տնօրենը։

«Դիզակ»-ում սովորական օրերին 70-80 երեխա է լինում։ Վերջին օրերին, ինչպես տիկին Սարդարյանն է ասում, երեխաների թիվը նվազել է․ հազիվ 25-26 երեխա է հաճախել։ Բացակայությունների միակ պատճառը գազամատակարարման խնդիրը չէ, բայց որ դա էապես ազդել է հաճախումների վրա, մանկապարտեզի տնօրենը չի ժխտում։ «Քանի որ հիմա քիչ են երեխաները, մեկտեղել ենք մեկ սենյակում, որ գերծանրաբեռնվածություն չլինի հոսանքալարերի վրա։ Արդյունքում երկու էլեկտրական տաքացուցիչ անջատում ենք։ Խոհանոցում էլ արդեն մեկ սալօջախ ենք օգտագործում»,-ասում է Սարդարյանը։

Խնդիրն այստեղ միայն էլեկտրամատակարարման համակարգի գերծանրաբեռնվածությունը չէ։ Արցախի ԿԳՄՍ նախարարի տեղակալ Համբարձումյանի խոսքով՝ Արցախի մանկապարտեզներից որոշները նաև չունեն էլեկտրական տաքացուցիչներ կամ այնքան քիչ են, որ չեն բավարարում անգամ մեկ մեծ սենյակ տաքացնելու համար։

«Մանկապարտեզներ են եղել, որ փայտ են տարել, դրսում կրակ արել, ճաշ պատրաստել երեխաների համար»,-ասում է Համբարձումյանը։

Արցախում հիմա ոչ միայն մանկապարտեզները, այլև շարքային քաղաքացիները, ամենաշատը գազամատակարարման վերականգնման լուրին են սպասում։
