«Թուրքիայի հետ երկխոսություն ծավալելու մասին խոսել խելամիտ չէ». Հակոբյան

Շարունակվում են հայ-թուրքական բանակցությունները: Ձեր կողմից անցյալում արտահայտած մտահոգությունները պահպանվու՞մ  են՝ առավել ևս հաշվի առնելով ներկայիս իրավիճակը:

Մտավախությունները, ցավոք, ոչ միայն չեն նվազում, այլ հաստատվում ու ավելանում են: Հայաստանի և Թուրքիայի բանագնացների արդեն երկու հանդիպում է անցկացվել, իսկ մեր հանրությանն այդպես էլ չեն տեղեկացրել, թե ինչ է քննարկվում և ինչ զարգացման սցենարներ են դիտարկվում: Փոխարենը, անդադար շեշտում են «առանց նախապայմանների» ձևակերպումը՝ փորձելով այդ կերպ փակել բոլորի աչքերը:

Ի՞նչ առանց նախապայմանների երկխոսության մասին է խոսքը, եթե ինչպես ինքը Հայաստանի արտգործնախարարն է նշում, հիմնական քննարկման հարցերից մեկը սահմանները բացելու հարցն է: Այսինքն, ստացվում է, որ Թուրքիան միակողմանի կերպով, Հայաստանի նկատմամբ ճնշում գործադրելու նպատակով, փակել է հայ-թուրքական սահմանը, իսկ այժմ սահմանի բացման դիմաց Հայաստանի քայլեր կամ զիջումներ է ակնկալում: Եթե սա նախապայման չէ, ի՞նչ է:

Առիթ ունեցել եմ ասելու, կրկնեմ, Թուրքիայի հետ երկխոսություն ծավալելու մասին խոսել խելամիտ չէ՝

  • քանի դեռ տրված չէ պատերազմում Թուրքիայի ուղղակի և անուղղակի ներգրավվածության, այդ թվում՝ ահաբեկիչների ներգրավման քաղաքական (և ոչ միայն քաղաքական) գնահատականը միջազգային հանրության կողմից,
  • քանի դեռ Թուրքիան չի հրաժարվել Հայաստանի նկատմամբ ճնշում գործադրելու քաղաքականությունից, իր իսկ կողմից առաջ քաշած նախապայմաններից, այդ թվում՝ վերաբերող «Զանգեզուրի միջանցքին»,
  • քանի դեռ սկսված չէ Թուրքիայի կողմից ուժի և ուժի սպառնալիքի չկիրառման վերաբերյալ միջազգային երաշխիքներով պայմանագիր կնքելու գործընթացը,
  • քանի դեռ Թուրքիան պատրաստ չէ հրաժարվել Հայոց ցեղասպանության հարցում ժխտողական քաղաքականությունից:

Առանց այս ամենի Թուրքիայի հետ երկխոսության մեջ մտնելը նշանակում է օգնել Թուրքիային ու Ադրբեջանին լեգիտիմացնել պատերազմի արդյունքները և դրանից հետո Հայաստանի կորուստները, քարտ բլանշ տալ նրանց ապագայում Հայաստանի նկատմամբ նույն կերպ վարվելու համար: Այս ամենի վառ օրինակն էր Անթալիայում տեղի ունեցած Միրզոյան-Չավուշօղլու հանդիպումն ու անմիջապես դրանից հետո Թուրքիայի արտգործնախարարիհայտարարությունը, որ հայկական կողմը պետք է ընդունի Ադրբեջանի առաջարկները:

Հայ-թուրքական հարաբերությունների կարգավորումն անհրաժեշտություն է, բայց ոչ Թուրքիայի նախապայմանները կատարելու և մեր շահերից հրաժարվելու ճանապարհով:
