Լավ օրից է, որ կարողանում ենք պարտք վերցնել, եթե վատ օրի լինեինք, մեզ ոչ մեկ պարտք չէր տա․ Ֆինանսների փոխնախարար

Ծախսերի նպատակահարմարությունը մենք որոշում ենք բյուջեի քննարկումների ժամանակ, մենք այդ ժամանակ ենք որոշել՝ ո՞ր ծախսը պետք է անենք և որը չէ։ Այս առումով աննպատակ ծախսեր անելու մեղադրանքները ինձ համար հասկանալի չեն։ Այս մասին ԱԺ–ում «Հայաստանի Հանրապետության ու Արժույթի միջազգային հիմնադրամի միջև 2022 թվականի հունվարի 11-ին և հունվարի 18-ին ստորագրված «Պահուստային ծրագրի միջոցների օգտագործման մասին» նամակ-համաձայնագիրը վավերացնելու մասին նախագծի քննարկման ժամանակ ասաց Ֆինանսների փոխնախարար Վահե Հովհաննիսյանը։

«Երբ ասում եք, որ «պարտքը լավ օրից չէ, որ ներգրավում ենք», ես կարող եմ մեկ այլ տարբերակ առաջարկել՝ լավ օրից է, որ կարողանում ենք պարտք ներգրավել, որովհետև, եթե մենք վատ օրի լինեինք, մեզ ոչ մեկ պարտքով փող չէր տա», - նշեց նա։

Հովհաննիսյանի խոսքով՝ ՀՀ պետական բյուջեի դեֆիցիտը 2022 թվականին կազմում է 236 միլիարդ դրամ, բայց իրականացնում են 351 միլիարդ դրամի կապիտալ ծախսեր. վարկը հենց 236 միլիարդ դեֆիցիտը փակելու համար է։

«Կարելի է ասել, որ բոլոր միջոցները, որ մենք ներգրավում ենք, որևէ կերպ չենք ֆինանսավորում մեր ընթացիկ ծախսերը, այլ՝ ներդրում ենք կատարում Հայաստանի ենթակառուցվածքների մեջ, որպեսզի հետագայում ավելացնենք ՀՆԱ-ի մեր պոտենցիալը», - ընդգծեց ֆինանսների փոխնախարարը։

Վերջինս շեշտեց, թե տրամաբանական է այն թեզը, որ այս կառավարության վարկը կարող է փակել հաջորդ կառավարությունը։ Նա ընդգծեց, որ քաղաքական ցիկլը հինգ տարի է, իսկ վարկերը երբեմն 20 տարով են ներգրավվում։

«Հիմա էլ մենք փակում ենք այն վարկերը, որոնք նախորդ իշխանություններն են վերցրել ու, վստահաբար, շատերը կասկած ունեն, թե այդ վարկերը ինչ արդյունավետությամբ են իրականացվել», - հայտարարեց փոխնախարարը։
