Արթուր Դավթյանն ընդունել է Հայաստանում ԵՄ պատվիրակության ղեկավարին

ՀՀ գլխավոր դատախազ Արթուր Դավթյանն այսօր ընդունել է Հայաստանում Եվրոպական Միության պատվիրության ղեկավար տիկին Անդրեա Վիկտորինիին:

Ողջունելով հյուրերին՝ Արթուր Դավթյանը բարձր է գնահատել ԵՄ պատվիրակության առաքելության դերը, ինչի վկայությունն են հաստատված սերտ և արդյունավետ համագործակցության արդյունքում ի նպաստ օրենքի, ժողովրդավարության և մարդու իրավունքների գերակայության, Հայաստանում և մասնավորապես ՀՀ դատախազության համակարգում ԵՄ աջակցությամբ իրագործվող բազմաթիվ ծրագրերը: Դրանում առանցքային նշանակություն ունի ՀՀ-ի և ԵՄ-ի միջև ստորագրված Համապարփակ և ընդլայնված գործընկերության համաձայնագիրը, որով նախանշված են տարբեր ոլորտներում ռազմավարական բարեփոխումների հիմնական ուղղություններն ու նպատակները:

Գլխավոր դատախազն ընդգծել է, որ կոռուպցիայի դեմ պայքարը շարունակում է մնալ ՀՀ դատախազության բացարձակ առաջնահերթություններից: Նա ներկայացել է այս ուղղությամբ դատախազության համակարգում կատարված բարեփոխումները՝ կապված հակակոռուպցիոն, ինչպես նաև ապօրինի ծագում ուենցող գույքի բռնագանձման հարցերով մասնագիտացած ստորաբաժանումների ստեղծման և վերջիններիս արդյունավետ գործունեության հետ:

Արթուր Դավթյանը հավելել է, որ ՀՀ դատախազությունը հանձնառու է կատարելու դատաիրավական և հակակոռուպցիոն ոլորտներում բարեփոխումների ռազմավարական ծրագրերով ստանձնած իր պարտավորությունները՝ հույս հայտնելով, որ ԵՄ-ն կաջակցի դրանց կենսագործմանը:

Տիկին Վիկտորինին արժևորել է այն հանգամանքը, որ չնայած 2020թ. արցախյան պատերազմի, կորոնավիրուսային համավարակի հարուցած ծանր հետևանքներին և նոր մարտահրավերներին՝ Հայաստանը շարունակում է կենսագործել օրենքի գերակայության, ժողովրդավարության և մարդու իրավուքնների պաշտպանության ինստիտուտների ուժեղացմանն ուղղված բարեփոխումների փաթեթը՝ փոխանցելով ԵՄ-ի պատրաստակամությունը աջակցելու այդ գործընթացին: Նա ընդգծել է, որ բարեփոխումների ծրագրով դատախազության բաղադրիչը իրականացվում է հաջողությամբ:

Հանդիպման ընթացքում քննարկվել են դատաիրավական ոլորտի բարեփոխումներին, էլեկտրոնային արդարադատության համակարգի ներդրմանն ուղղված ԵՄ աջակցության ծրագրերը, փոխադարձ հետաքրքրություն ներկայացնող հարցեր, այդ թվում նաև կալանքը որպես խափանման միջոց կիրառելու հայաստանյան պրակտիկան, դրա բարելավմանն ուղղված ՀՀ դատախազության նախաձեռնությունները:  

Տիկին Վիկտորինիի խնդրանքով ՀՀ գլխավոր դատախազը հանգամանալից ներկայացրել է Հայաստանում ծանր վիրավորանքի քրեականացման անհրաժեշտության հիմնավորումները, նոր իրավակարգավորմամբ հետապնդվող՝ հանրային խոսույթում ատելության խոսքի ծավալն ու ազդեցությունը նվազեցնելու կամ չեզոքացնելու նպատակները:
