Իրան-Ադրբեջան. արդյո՞ք կավարտվի Ռեշտ-Աստարա երկաթուղու հատվածի կառուցումը

fondsk.ru–ն գրում է, որ վերջերս մերձկասպյան Գիլան նահանգ կատարած այցի ժամանակ Իրանի Իսլամական Հանրապետության նախագահ Էբրահիմ Ռաիսին հայտարարել է Ռեշտից Ադրբեջանին սահմանակից Աստարա երկաթուղու շինարարության արագ ավարտի համար  երկրի կառավարության կողմից բոլոր ուժերի մոբիլիզացման մասին. «Հյուսիս-Հարավ միջանցքը, որի վերջին հատվածը Ռեշտ-Աստարան է Իրանին տնտեսական զգալի օգուտներ կբերի և կնպաստի մեր հարաբերությունների զարգացմանը հարևան երկրների հետ»։ Բայց Բաքվի haqqin.az թերթի փոխանցմամբ վերջին տարիներին իրանցիները մեկ անգամ չէ, որ նման հայտարարություններ են արել։ Բացի դա վերջերս Բաքվում Իրանի դեսպան Սեյյեդ Աբաս Մուսավին հայտարարել էր Ռեշտ-Աստարա երկաթուղու շինարարությունն ավարտին հասցնելու համար կոնսորցիում ստեղծելու հնարավորության մասին, և «եթե ինչ-ինչ պատճառներով դա տեղի չունենա, ապա Իրանը ինքնուրույն կկառուցի այն». «Ռեշտ-Աստարա երկաթուղու նախագիծը ֆինանսավորվելու է երեք եղանակով՝ ներքին ֆինանսավորում, օտարերկրյա ներդրումներ և փոխանակում»։ Իրանի տրանսպորտային ենթակառուցվածքների կառուցման և զարգացման ընկերության ղեկավարի տեղակալ Աբբաս Խաթիբին էլ ասել է, որ այդ մեգա նախագիծն ավարտելու համար անհրաժեշտ է ավելի քան 20 միլիարդ դոլարի ներդրում: Ըստ Իրանի փոխարտգործնախարար Մեհդի Սաֆարիի, Թեհրանը Բաքվի հետ խորհրդակցում է Պարսից ծոց-Սև ծով միջանցքի շուրջ բազմակողմ համաձայնագրի շուրջ, որը ենթադրում է տարանցում վրացական նավահանգիստներով դեպի Արևելյան Եվրոպա: Առայժմ այդ երթուղին աշխատում է թեստային ռեժիմով, և դրա կոմերցիոն արդյունավետությունը դեռ պետք է ապացուցվի:

Կարելի է ենթադրել, որ Ռեշտ-Աստարա երկաթուղային հատվածի շինարարության ձգձգումը պայմանավորված է ոչ միայն իրանական բյուրոկրատիայի ավանդական դանդաղկոտությամբ կամ ֆինանսավորման պակասով, այլ նաև Թեհրանի համար «ավանդական» երկաթուղային հաղորդակցությունը վերականգնելու հույսերով, որն է Ջուղա և հետագայում Հայաստանով (Մեղրի) դեպի Ադրբեջան և Ռուսաստան։ Ինչ վերաբերում է Մեղրիի տարանցիկ հատվածի վերականգնմանը, որը Բաքվում անվանում են «Զանգեզուրի միջանցք», և դրա գործունեության իրավական մեխանիզմներին, ապա դեռ ավելի շատ հարցեր կան, քան պատասխաններ։
