Աշխատանքային իրավունքների հիմնախնդիրներին նվիրված բազմակողմ հետազոտություններ՝ Հայաստանում

Առողջապահական և աշխատանքի տեսչական մարմինը հայտնում է, որ Հայաստանում աշխատանքային իրավունքների հիմնախնդիրներին նվիրված բազմակողմ հետազոտություններ են իրականացվել, որոնց արդյունքներն այսօր ներկայացվել են առցանց միջոցառման ժամանակ։
 
Միջոցառմանը մասնակցել են Հայաստանում ԵՄ պատվիրակության ղեկավար Անդրեա Վիկտորինը, ՀՀ աշխատանքի և սոցիալական հարցերի նախարարի տեղակալ Ռուբեն Սարգսյանը, ՀՀ առողջապահական և աշխատանքի տեսչական մարմնի ղեկավար Հակոբ Ավագյանը, հասարակական կազմակերպությունների ներկայացուցիչներ։
 
ՀՀ-ում ԵՄ դեսպանի կարծիքով՝ աշխատանքային իրավունքների պաշտպանության նպատակով Հայաստանում ներդրվել են մի շարք գործիքներ, որոնք պետք է կիրառվեն։
«Առողջ հասարակության հիմքն է հանդիսանում աշխատանքային իրավունքների հանդեպ հարգանքը, դա շարժիչ ուժն է»,- ասել է դեսպանը՝ կարևորելով ՀՀ-ԵՄ Համապարփակ և ընդլայնված գործընկերության համաձայնագրի (CEPA) իրականացումը։
 
ՀՀ աշխատանքի և սոցիալական հարցերի նախարարի տեղակալ Ռուբեն Սարգսյանը դրական է գնահատել Աշխատանքային տեսչության ստեղծումը։ Նա տեղեկացրել է, որ փոփոխություններ են նախապատրաստվում Աշխատանքային օրենսգրքում և նշել, որ այս հետազոտությունների արդյունքները կնպաստեն առաջիկա բարեփոխումներին։
 
ԱԱՏՄ ղեկավար Հակոբ Ավագյանն ամփոփ ներկայացրել է աշխատանքային իրավունքի ոլորտում Տեսչական մարմնի ստացած դիմում-բողոքների, վարույթների վիճակագրությունը։
 
«2021թ-ին չենք ունեցել բողոք, որին ընթացք չի տրվել։ Աշխատանքային իրավունքների խախտումների վերաբերյալ տեղեկություններ ստանում ենք թե՛ մասնավոր հատվածից, թե՛ ՊԵԿ-ից, թե՛ ՄԻՊ-ից, թե՛ քաղաքացիների դիմումների տեսքով։
Տեսչությունն այսօր զրոյից վերականգնվում է, փորձում ենք հնարավորինս շատ թվային լուծումներ ներդնել, որպեսզի անձերի փոփոխությունը չազդի աշխատանքի վրա»,- նշել է Հ․ Ավագյանը՝ ընդգծելով պետություն-մասնավոր հատվածի գործակցության ուժեղացման կարևորությունը։
 
Եվրոպական միության ֆինանսական աջակցությամբ իրականացվող 3 ծրագրերի կոնսորցումների անդամ կազմակերպությունների կողմից արված հետազոտությունները վերաբերում են Հայաստանում աշխատանքային իրավունքների պաշտպանության վիճակին, աշխատանքային իրավունքների խախտումների վերաբերյալ դատական գործերին, Հայաստանում կանանց աշխատանքային իրավունքների իրադրության վրա կորոնավիրուսային համավարակի ազդեցությանը, ԵՄ-ում արհմիությունների ստեղծման լավագույն փորձին, նաև կարիքների գնահատմանը։
