Կոռուպցիան ծվարել է նաև Նիկոլ Փաշինյանի տան պատերի տակ․ Էդգար Ղազարյան

Հայաստանի վարչապետ Նիկոլ Փաշինյանի տիկնոջ՝ Աննա Հոկոբյանի կողմից ղեկավարվող «Իմ քայլը» հիմնադրամը, որը ստեղծվել է Նիկոլ Փաշինյանի վարչապետի պաշտոնում նշանակվելուց հետո, 2021 թվականին, որպես նվիրատվություն ստացել է 301․445 ԱՄՆ դոլար, որից 300․000 ԱՄն դոլարը (կամ ընդհանուրի 99,5%-ը) հատկացվել է մեկ անձի կողմից, այն էլ անանուն։ Այս մասին ֆեյսբուքյան իր էջում գրում է ՍԴ աշխատակազմի նախկին ղեկավար Էդգար Ղազարյանը:

«Նախկին իշխանությունների դեմ անմոռաց պայքարի դուրս ելած մարդկանցից հետաքրքիր կլիներ իմանալ, թե ի՞նչ տարբերություն Նախագահի եղբոր կամ վարչապետի տիկնոջ միջև։ Ի՞նչ տարբերություն հանրային դիրքի արդյունքում ձեռք բերված գումարները նստած են մասնավոր առևտրային ընկերության, թե հիմնադրամի հաշիվների վրա, եթե դրանք տնօրինող մեկ անձ է, որն էլ հանդիսանում է պետության ղեկավարի ընտանիքի անդամ։

Եթե նախորդ դեպքերն անընդունելին էին այն աստիճան, որ մարդիկ կարող էին դուրս գալ փողոց և պայքարել դրա դեմ, ապա ո՞րն է այս երևույթը հանդուրժելու պատճառները։ Այս անպատասխանատու և անհաշվետու վիճակն է, որ ծնում է մեր հասարակության հիմնական պրոբլեմները և տանում մեր երկիրը կործանման։ Ինչպես կասեր մեր ժամանակների խոշոր մտածողներից մեկը․ «կոռուպցիան պոզով ու պոչով կենդանի չի», դա նաև պաշտոնական դիրքի կամ կապերի չարաշահումն է, որի առավել ցայտուն օրինակ, քան «Իմ քայլը» հիմնադրամն է դժվար է գտնել։

Հ․Գ․ Կոռուպցիա, անձնական կամ այլ շահադիտական նպատակով, տարբեր ձևերով արտահայտված (գործողությամբ կամ անգործությամբ) ի պաշտոնե տրված իշխանական լիազորությունների չարաշահումն է։ Կոռուպցիան որպես վստահված իշխանության չարաշահում ունի մի շարք դրսևորումներ և բազում «նրբերանգներ», որոնցից են կաշառակերությունը` կաշառք ստանալը, տալը, կաշառքի միջնորդությունը, կաշառքի շորթումը, հովանավորչությունը, պաշտոնական դիրքի կամ կապերի չարաշահումը, պաշտոնական լիազորությունները չարաշահելը կամ անցնելը, պաշտոնական կեղծիքը, պաշտոնական դիրքի օգտագործմամբ պետական սեփականության յուրացումն ու վատնումը, ինչպես նաև պաշտոնեական այլ չարաշահումները»,- գրել է Ղազարյանը։
