ՔՊ-ն ի վիճակի է ընտրել ՀՀ նախագահ առնվազն երկրորդ փուլում. Փաշինյան (տեսանյութ)

ՔՊ-ի խմբակցությունն է, որ պետք է ընտրի ՀՀ նախագահ: Առանց մեծամասնության հնարավոր չէ նախագահի ընտրությունը: Այսօր նման հայտարարությամբ է հանդես եկել ՀՀ վարչապետ Նիկոլ Փաշինյանը՝ տեղի ունեցած մամուլի ասուլիսում։

Նա ընդգծել է, որ պետք է գնանք այնպիսի լուծումների, որ ՀՀ նախագահի, կառավարության եւ խորհրդարանական մեծամասնության միջեւ լինի քաղաքական ներդաշնակություն: Պետք է լինի այնպիսի իրավիճակ, որ ԱԺ-ն, կառավարությունն ու ՀՀ նախագահն իրենց կապված են զգում միասնական պատասխանատվությամբ: Մեր մտքերի ընթացքն այդպիսին է:

Ես չեմ կարող ասել, որ մենք այս պահին որոշում ունենք: ՔՊ-ի ղեկավար մարմի ֆորմատով են կայացվում: Իմ դիտարկումն այն է, որ եթե այս իրավիճակի առաջ ենք կանգնած, քաղաքական ներդաշնակության հարցը կարեւոր է լուծել: Այդ ներդաշնակության սակավության պատճառով մենք շատ լուրջ մարտահրավերներ ենք ունեցել:

Մասնավորապես նախորդ տարի ԳՇ հայտնի հայտարարության համատեքստում այստեղ իշխանության խնդիր չէր, մենք պետականության կորստի եզրին էինք գտնվում այդ ժամանակ: Պետական եւ ազգային անվտանգության առումով կարեւոր է, որ այդպիսի իրավիճակների չառերեսվենք այլեւս: Իհարկե, ՍԴ-ն այդ իրավիճակին տվեց իրավական լուծում, եւ այլեւս բացառվում են այդպիսի իրավիճակներ: Բայց ամեն դեպքում քաղաքական ներդաշնակությունը կարեւոր է»,-հայտարարեց Փաշինյանը:

Դիտարկմանը, որ ԱԺ-ում ՔՊ-ն չունի բավարար ձայներ, որ առաջին փուլում կարողանա ընտրել նախագահ, Փաշինյանը պատասխանեց. «Սահմանադրությամբ կարգավորված է, այստեղ ճգնաժամային իրավիճակի ռիսկեր չունենք: Կա նախագահի ընտրության առաջին փուլ, երկրորդ փուլ եւ անգամ երրորդ փուլ, եթե առաջին երկու փուլերում նխագահ չի ընտրվում: Հետեւաբար ՔՊ-ն ի վիճակի է ընտրել ՀՀ նախագահ առնվազն երկրորդ փուլում»:
