Մոսկվան մտահոգված է, որ Մինսկի խմբի միջնորդները չեն կարողանում այցելել Արցախ

Ռուսաստանը մտահոգված է, որ ղարաբաղյան խնդրով զբաղվող Մինսկի խմբի միջնորդները 44-օրյա պատերազմից հետո` արդեն մեկ տարի, չեն կարողանում այցելել Լեռնային Ղարաբաղ: Երեկ այս մասին РИА “Новости”-ի հետ զրույցում հայտարարել է ԵԱՀԿ-ում Մոսկվայի մշտական ներկայացուցիչ Ալեքսանդր Լուկաշևիչը:

«Մեզ մտահոգում է, որ ԵԱՀԿ Մինսկի խմբի համանախագահներին մինչ օրս չի հաջողվում այցելել տարածաշրջան, ծանոթանալ իրադրությանը և նախանշել հստակ քայլեր`աջակցելու կողմերին մարդկանց միջև շփումներ հաստատելու, մարդասիրական խնդիրներ լուծելու և որոշ այլ հարցեր կարգավորելու գործում», - նշել է Լուկաշևիչը։

Ուղիղ մեկ տարի առաջ հենց այս օրը, ամփոփելով տարին, Ռուսաստանի արտգործնախարարը ևս խոսել էր Մինսկի խումբն ակտիվացնելու, տարածաշրջան նրանց այցելելու անհրաժեշտության մասին: Դրանից բառացիորեն մի քանի օր անց արտգործնախարարության խոսնակ Մարիա Զախարովան հայտարարել էր, թե «համանախագահները նախատեսում են մեկնել Ղարաբաղ և համաձայնեցնում են այդ հարցը շահագրգիռ բոլոր կողմերի հետ»: Ուղիղ մեկ տարի անց` մինչ օրս, սակայն, միջնորդները տարածաշրջան դեռ չեն եկել:

Ադրբեջանի նախագահը, մինչդեռ, պարբերաբար հայտարարում է, թ նրանց կարիքն այլևս չունի: Վերջին անգամ Իլհամ Ալիևն այդ մասին խոսեց անցած շաբաթ`բացահայտ ծաղրելով միջնորդներին, թե «30 տարվա ապարդյուն գործունեությունից հետո թերևս եկել է նրանց թոշակի ուղարկելու ժամանակը»:

Չնայած Բաքվից հնչող այս պնդումներին` ԵԱՀԿ-ում Ռուսաստանի մշտական ներկայացուցիչ Ալեքսանդր Լուկաշևիչը երեկ ասել է, թե լավատեսության հիմքեր կան:

«ԵԱՀԿ Մինսկի խմբի համանախագահների, ինչպես նաև Հայաստանի, Ադրբեջանի ու Ռուսաստանի ղեկավարների վերջին հայտարարությունները հիմք են տալիս մտածելու, որ, այդուամենայնիվ, կհաջողվի հակամարտության գալարագիծը հաղթահարել և երկխոսություն սկսել, որը կօգնի փնտրել փոխզիջումային, երկու կողմերի համար ընդունելի որոշումներ», - նշել է ռուս բարձրաստիճան դիվանագետը։

Լուկաշևիչն ընդունել է, որ այս ուղղությամբ անցած տարի էական առաջընթաց չի արձանագրվել, և որ գլխավոր ձեռքբերումը եղել է կրակի դադարեցումը` Ռուսաստանի նախագահի միջնորդությամբ:

«Թեև եղել են բավականին լուրջ միջադեպեր, որոնք որոշակիորեն սասանել են հրադադարի ռեժիմը, սակայն ընդհանուր առմամբ դրությունը կայունացել է, ինչը հնարավորություւն է տվել անցնել տարածաշրջանային այլ խնդիրների քննարկման», - ասել է ԵԱՀԿ-ում Ռուսաստանի մշտական ներկայացուցիչը՝ շարունակելով․ - «Դա և՛ եռակողմ խումբն է, որը գլխավորում են փոխվարչապետերը՝ հաղորդակցության ու տնտեսական կապերի ապաշրջափակման համար, դա նաև նոր խորհրդատվական ձևաչափի`«3+3»-ի մեկնարկն է, ինչպես նաև Ռուսաստանի խորհրդատվական օգնությունը սահմանազատման ու սահմանագծման աշխատանքներ սկսելու ուղղությամբ»:

Ընդ որում, ռուս բարձրաստիճան դիվանագետը կրկնել է իր վերադասի` արտգործնախարար Սերգեյ Լավրովի անցած շաբաթ հնչեցրած միտքը, որ հայ-ադրբեջանական սահմանի դելիմիտացիան ու դեմարկացիան ղարաբաղյան հակամարտությունից անջատ գործընթաց է:

Խոսելով հնարավոր զարգացումներից` Լուկաշևիչը նշել է, որ արագ փոփոխությունների ակնկալիք պետք չէ ունենալ, միաժամանակ տեղեկացրել, որ այժմ ԵԱՀԿ-ում նախագահող Լեհաստանը շահագրգռված է նոր թափ հաղորդել գործընթացին` համանախագահների, ԵԱՀԿ գործող նախագահի անձնական ներկայացուցչի և դիվանագիտական այլ խողովակների ներգրավմամբ:
