Գորիս-Կապան ճանապարհի ադրբեջանական մաքսակետով բացի իրանցի վարորդներից հայկական մեքենաներ չեն երթևեկել. Բադասյան

Գորիս-Կապան ճանապարհի հատվածում տեղադրված է երկու հայկական մաքսակետ։ Այս մասին խորհրդարանում լրագրողների հետ զրույցում հայտարարեց ՊԵԿ նախագահ Ռուստամ Բադասյանը։ Նույն ճանապարհին ադրբեջանական մաքսակետի տեղադրումից հետո հայկական մեքենաներ դեռ չեն անցել։

«Բացի իրանցի վարորդներից չենք ունեցել դեպք, որ երթևեկեն հայկական մեքենաները»։

Վերջինս նկատեց, նույն հատվածի այլընտրանքային՝ Տաթև-Աղվանի հատվածում նկատում են իրանցի վարորդների բեռնատարների մեծ հոսք։

«Գորիս-Կապան ճանապարհով հնարավոր է երթևեկեն Իրանի կողմից բեռնատար մեքենաներ, սակայն մեծամասամբ հոսքը նոր ճանապարհով է ընթանում։ Օրինակ՝ որոշակի գործառույթներ են իրականացնում Մեղրիի մաքսային կետի և անցնող բեռնատարների հաշվառման մասով, իսկ քանի որ ընդհանրապես հայկական մեքենաներ չեն հատել, այդ մասով գործառույթներ չի իրականացվում»։
Բադասյանը նշեց՝ մաքսակետի տեղադրման նպատակն է մաքսային հսկողություն իրականացնել, սակայն չհերքեց, որ այդ գործառույթի մասով նրանց գործառույթները տեսական են։ Ռուստամ Բադասյանը նշեց, որ օրինակ՝ Բագրատաշենի, Բավրայի մաքսակետերի ծանրաբեռնվածությունները տարբեր են։

«Հիմա մենք ինչ, եթե օրինակ մեկ օր այդ կետերից որևէ մեկով մեքենա չանցնի, մաքսային հսկողության անհրաժեշտություն չլինի, այդ օրը մաքսակետում աշխատող չլինի՞։ Եթե տեսական հնարավորություն կա, պետք է մաքսային հսկողությունը իրականացվի։ Հիմա դա կիրականացվի մաքսային մարմնի, թե այլ մարմնի կողմից, ժամանակը ցույց կտա»։

Բադասյանը նշեց՝ իրանցիներն անցնում են այլընտրանքային ճանապարհով, ընդունեց, սակայն, որ կան որոշակի անհարմարություններ, չնայած իրանական բեռնատարների մեծ հոսք է նկատել։

ՊԵԿ նախագահի կարծիքով, ադրբեջանական մաքսակետերի առկայությունը գլխավոր մայրուղու վրա, չի ենթադրում, որ հայկական կողմը մեքենաների հոսքի նվազում ունի, քանի որ նույն մեքենաները մուտք են գործում Մեղրիի անցակետով և եթե տրանզիտ փոխադրման մասին է խոսքը, հատում են ՀՀ- սահմանը և որևէ վճարի պակաս հայկական կողմը չի ունենում, սակայն օտարերկրյա վարորդներն են գումար կորցնում՝ երթևեկելով Գորիս-Կապան ճանապարհի հատվածով՝ հատելով ադրբեջանական մաքսակետը։

Բադասյանը անդրադարձավ նաև հայ-թուրքական դիվանագիտական հարաբերությունների հաստատմանն ու տնտեսական կապերի ստեղծմանը։ Վերջինս հայտնեց, որ աքսիոմատիկ ճշմարտություն կա.

«Սահմանի բաց լինելը ավելի լավ է, քան սահմանի փակ լինելը։ Դա կարծում եմ, անվիճելի է, որովհետև այն տնտեսական ակտիվությունը և այն առևտրաշրջանառությունը, որը լինում է բաց սահմանների պարագայում, երբեք չի կարելի ակնկալել փակ սահմանի պարագայում»։
ՊԵԿ նախագահի կարծիքով չպետք է մնանք փակված, փակ սահմաններում ու չփորձենք տնտեսական ակտիվություն մտցնել երկիր։

«Ամբողջ աշխարհում խոշոր տնտեսություն ունեցող երկրների ներկայացվածությունն ավելի փոքր տնտեսություն ունեցող երկրներում նկատելի է, մենք ի՞նչ՝ վախերով ապրե՞նք»։
