«Ամեն ինչ հրապարակայնորեն է եղել». Ռուբինյանը՝ հայ-թուրքական երկխոսության մեկնարկի մասին

Ազգային ժողովի նախագահի տեղակալ, հայ-թուրքական երկխոսության գործընթացում Հայաստանի հատուկ ներկայացուցիչ Ռուբեն Ռուբինյանն այսօր, խոսելով Մոսկվայում Թուրքիայի ներկայացուցչի հետ իր հանդիպումից, պնդեց, որ սա միակ դեպքն է, երբ Հայաստան-Թուրքիա հարաբերությունների կարգավորման գործընթացի մեկնարկը և առաջին իսկ կետը հրապարակային է։

Ռուբինյանին դուր չեկան նիստի սկզբում ընդդիմադիր պատգամավորների մեղադրանքները, թե Հայաստանի և Թուրքիայի միջև գործընթացները տեղի են ունենում գաղտնի։

«Պարզ է չէ՞, ամեն ինչ հրապարակայնորեն է եղել, ես հենց նոր ամբիոնից մեջբերեցի մեր Արտգործնախարարության հայտարարությունը, Ռուսաստանի Դաշնության արտգործնախարարության ներկայացուցչի հայտարարությունը: Երբ որ ասում եք՝ «ամեն ինչ իմանում ենք Թուրքիայից», չի եղել մինչ այս պահը մի իրադարձություն, որի մասին մեր համապատասխան գերատեսչությունը, այս համատեքստում Արտգործնախարարությունը չի տեղեկացրել: Որ դուք ասում եք՝ «տեղի են ունենում գաղտագողի գործընթացներ», ինձ ամենաշատը սա է նյարդայնացնում, որովհետև, հարգելի գործընկերներ, Հայաստանի Հանրապետության պատմության ընթացքում Թուրքիայի հետ տեղի են ունեցել բանակցություններ բոլոր նախագահների օրոք», - նշեց Ռուբինյանը:

Մոսկվայում տեղի ունեցած հայ -թուրքական բանակցությունների մասին նիստի սկզբում խոսեցին «Հայաստան» խմբակցության պատգամավորները։ Գեղամ Մանուկյանը ուշադրություն հրավիրեց այն հանգամանքի վրա, որ ոչ մի փաստաթուղթ չկա, որով Ռուբինյանը նշանակվել է Հայաստանի հատուկ ներկայացուցիչ։

«Պետության կողմից բանագնացը, անկեղծ ասած, փորձեցի ման գալ գտնել, թե ինչ որոշման, կարգադրության հիման վրա է Ռուբեն Ռուբինյանը նշանակվել բանագնաց, ինչպես, օրինակ, Թուրքիայի կողմից հասկանալի է՝ Էրդողանի հրամանագրի համաձայն, որևէ տեղ չգտա: Բայց պետության կողմից Ազգային ժողովը լիազորե՞լ է արդյոք Ազգային ժողովի փոխնախագահ Ռուբեն Ռուբինյանին բանագնաց իբրև Հայաստանի Հանրապետության անունից բանակցություններ վարել Թուրքիայի հետ, Ազգային ժողովի խորհրդում այդ հարցը քննարկվե՞լ է, որ գործուղում է Ռուբեն Ռուբինյանին Թուրքիայի հետ բանակցություններ վարելու: Հասկանում եմ, որ Ռուբեն Ռուբինյանը բանագնաց է, արտգործնախարարի մամուլի քարտուղարի մամուլին տված կարճ պատասխանի հիման վրա է հանրությունը մինչև հիմա տեղեկանում, որ Ռուբեն Ռուբինյանը բանագնաց է», - ասաց Մանուկյանը:

«Հատուկ ներկայացուցիչը մեր դեպքում պաշտոն չէ, գործառույթ է, այսինքն՝ ես չեմ նշանակվել որևիցե պաշտոնի, ես ինչպես Ազգային ժողովի փոխնախագահ հանդիսանում էին, այնպես էլ շարունակում եմ հանդիսանալ, բայց իրականացնում եմ հատուկ ներկայացուցչի գործառույթը», - արձագանքեց Ռուբինյանը:

Ընդդիմադիր Ագնեսա Խամոյանը դարձյալ հիշատակեց Ռուբինյանի Թուրքիայում ուսանելու տարիները, ակնարկեց Ռուբինյանի գործակալ լինելու հավանականության մասին։ Ընդդիմադիրների շարունակական այս շեշետադրումները զայրացրեցին Ռուբինյանին։ Հենց նիստերի դահլիճում լեզվակռիվ սկսվեց Ռուբինյանի և «Հայաստան» խմբակցության պատգմավոր Հռիփսիմե Ստամբուլցյանի միջև։
