ՀՀ ՄԻՊ-ը՝ Սյունիքում հովվի գերեվարման մասին

ՀՀ մարդու իրավունքների պաշտպանին հասցեագրվել է ահազանգ այն մասին, որ ադրբեջանական 4 զինված ծառայող այսօր հանցավոր արարքներով առևանգել է ՀՀ Սյունիքի մարզի Տեղ համայնքի Տեղ գյուղի բնակչին ու նրա ոչխարները։ Այս մասին ֆեյսբուքյան իր էջում գրել է ՀՀ ՄԻՊ Արման Թաթոյանը։

«Ըստ ահազանգի տվյալների՝ ՀՀ բնակիչը Տեղ համայնքի Տեղ, Արավուս և Խնածախ գյուղերի հատման հատվածում գտնվող արոտավայրում արածեցրել է իր ոչխարներին: Ժամը 15:30-ի սահմաններում Ադրբեջանի 4 զինված ծառայող, նկատելով ՀՀ խաղաղ բնակչին, իջել են իրենց դիրքերից՝ մոտ 150մ., և նրա վրա գոռգոռալով, քաշքշելով, ուժի գործադրմամբ տարել են դեպի իրենց կողմը՝ Ծիծեռնավանքի ուղությամբ: Խոսքը նաև բնակչի հետ միասին 400-450 ոչխար առևանգելու մասին է:

Ահազանգը ճշգրտվել է. այս հանգամանքները ականատեսի տվյալներ են:

Ըստ լրացուցիչ ճշտման՝ միջադեպի մասին տեղեկացված են ՌԴ սահմանապահ ծառայության ներկայացուցիչները, որոնք աշխատանքներ են տանում ՀՀ քաղաքացուն ու նրա ոչխարները վերադարձնելու ուղղությամբ:

Այս ահազանգը վկայում է ադրբեջանական զինված ծառայողների հանցավոր արարքներով ՀՀ խաղաղ բնակչի կյանքի, անձնական ազատության և սեփականության իրավունքների նկատմամբ հանցավոր ոտնձգության մասին:

ՀՀ քաղաքացիական բնակիչների նկատմամբ Ադրբեջանական զինված ծառայողների չդադարող հանցանքները, որոնք գրեթե ամեն օր են, անհնարին են դարձնում մարդկանց նորմալ կյանքը, զրկում են ընտանիքի եկամուտը վաստակելու, գյուղատնտեսությամբ զբաղվելու հնարավորությունից, պատճառում են սոցիալական խնդիրներ:

Այս միջադեպն ապացուցում է, որ ՀՀ գյուղերի հարևանությամբ ու ճանապարհներին ադրբեջանական որևէ ծառայող չպետք է լինի:

Այս հարցի լուծումը հրատապ է. դա անհրաժեշտ է մարդկանց իրավունքների պաշտպանության, նրանց անվտանգությունն ու բնականոն կյանքը վերականգնելու համար. պետք է լինի անվտանգության ապառազմականացված գոտի

ՀՀ մարդու իրավունքների պաշտպանի այս առաջարկն արդեն տեղ է գտել միջազգային կոնկրետ փաստաթղթում՝ Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի (ԵԽԽՎ) 2021թ. սեպտեմբերի 27-ի թիվ 2391 (2021) բանաձևում:

Այս միջադեպի փաստը կներառվի Մարդու իրավունքների պաշտպանի միջազգային հաղորդումներում:

Նույնը պետք է անի Կառավարությունը. այս փաստը պետք է օգտագործվի մարդկանց իրավունքները հիմնարար պաշտպանելու նպատակի համար»,-գրել է Արման Թաթոյանը։
