Ինչո՞ւ մասնակցել ՀԱՊԿ գործողություններին․ Հայաստանն այլընտրանք չուներ

Հայաստանի կառավարությունը՝ Նիկոլ Փաշինյանի գլխավորությամբ, երեկ որոշում է ընդունել ՀՀ տարածքից դուրս Հայաստանի զինված ուժերի ստորաբաժանման կողմից խաղաղապահ գործողությունների մասնակցության մասին։ Որոշումն, ի դեպ, ընդունվել է արդեն հետադարձ, այն բանից հետո, երբ հայկական 70 հոգանոց զորախումբն արդեն մեկնել էր Ղազախստան։ Ըստ էության, գործող իշխանությունները պարզապես իրավական ձևակերպումներ են տվել խաղաղապահ գործողությանը մասնակցելու՝ Փաշինյանի միանձնյա որոշմանը։

Ղազախստան մեկնելու և գործողությանը մասնակցելու որոշումը շարունակվում է քննադատության առիթ դառնալ սոցիալական ցանցերում և քաղաքական շրջանակներում։ Նիկոլ Փաշինյանին մեղադրում են ՀԱՊԿ-ն վերակենդանացնելու, հայկական զորախումբ ուղարկելու մեջ, մինչդեռ նույն ՀԱՊԿ-ն մատը մատին չխփեց 44-օրյա պատերազմի ընթացքում։ Խնդիրը գլոբալ հարթության մեջ դիտարկելով՝ կարելի է արձանագրել, որ Հայաստանի Հանրապետությունն ուղղակի հնարավորություն չուներ չմասնակցել։

Նախ, Նիկոլ Փաշինյանը օրեր առաջ է դարձել ՀԱՊԿ նախագահ, և հենց ինքը պետք է պահպաներ համապատասխան ընթացակարգերը, խորհրդակցություններ անցկացներ ՀԱՊԿ մասնակից պետությունների ղեկավարների հետ, կազմակերպեր խաղաղապահ առաքելությունը։ Եթե ՀԱՊԿ անդամ-պետություններից մեկը վետո դներ խաղաղապահ առաքելության վրա, Ղազախստանը ստիպված էր լինելու դիմել այլ միջազգային կառույցների։ Ահա այստեղ է թաղված շան գլուխը։ Թուրքական քաղաքական շրջանակները դժգոհում են, որ Ղազախստանում այսօր հայտնվել են ՀԱՊԿ ուժերը, այլ ոչ թյուրքական պետությունների կազմակերպության զինված ուժերը։ Թերևս, հասկանալի է՝ ինչ հետևանքներ այդ փաստը կունենար թե՛ ՀԱՊԿ տարածքի, թե՛ բուն Հայաստանի համար։

Ղազախստանում կատարվող իրադարձությունները հարված են տարածաշրջանում թուրքական ազդեցությանը, փոխարենն աճում է ՌԴ ազդեցությունը։ Ըստ էության, Հայաստանն ուներ երկու այլընտրանք՝ ՌԴ, թե՞ թուրքական ազդեցության գործակալ դառնալ։ Ընտրվել է միակ տրամաբանական տարբերակը։ Հատկապես 44-օրյա պատերազմից հետո Հայաստանի իշխանությունները այլընտրանք չունեն։ Իհարկե, կարելի է ժամեր շարունակ բանավիճել, թե ինչու Փաշինյանի մեղքով ՀՀ-ն ինքնիշխանության այսպիսի կորուստ ունեցավ, սակայն դա արդեն այլ թեմա է։
