Ռասմուսեն․ ՆԱՏՕ-ն պետք է հստակ քայլեր ձեռնարկի Ուկրաինայի և Վրաստանի անդամակցության ուղղությամբ

 

«Հյուսիսատլանտյան դաշինքը պետք է հստակ քայլեր ձեռնարկի Ուկրաինայի և Վրաստանի ՆԱՏՕ-ին անդամակցության ուղղությամբ», - Politico հանդեսի համար գրված հոդվածում պնդում է դաշինքի նախկին գլխավոր քարտուղար, Դանիայի նախկին վարչապետ Անդերս Ֆոգ Ռասմուսենը։

2009-2014 թվականներին ՆԱՏՕ-ի ղեկավարի պաշտոնը զբաղեցրած Ռասմուսենի համոզմամբ՝ Ուկրաինայի շուրջ ծագած ճգնաժամի պայմաններում դաշինքը պետք է վերջապես կողմնորոշվի՝ կատարո՞ւմ է նախկինում տրված խոստումները․ թե՞ հրաժարվում է դրանցից։

«Մենք պետք է հաղթահարենք Ռուսաստանի նախագահի սահմանած դե ֆակտո վետոն, որ վերաբերում է Ուկրաինայի և Վրաստանի եվրատլանտյան ձգտումներին», - պնդում է Ռասմուսենը։ ՆԱՏՕ-ի նախկին գլխավոր քարտուղարի խոսքով՝ դաշինքը թե՛ Ուկրաինային և թե՛ Վրաստանին լիարժեք անդամակցություն է խոստացել դեռ 2008 թվականին, և «եկել է այդ ուղղությամբ գործողությունների ծրագիրն առաջ քաշելու պահը»։

Ըստ Ռասմուսենի, սակայն, Վրաստանն ու Ուկրաինան Հյուսիսատլանտյան դաշինքին կարող են անդամակցել որոշ վերապահումներով։ Օրինակ, ըստ դաշինքի նախկին ղեկավարի, ՆԱՏՕ-ն կարող է հայտարարել, որ իր կանոնակարգի՝ անդամ պետությունների հավաքական անվտանգությանը վերաբերող 5-րդ հոդվածը Ուկրաինայի և Վրաստանի դեպքում տարածվելու է միայն այն շրջանների վրա, որոնք գտնվում են Կիևի և Թբիլիսիի փաստացի վերահսկողության տակ։

«ՆԱՏՕ-ն չի կարող դաշինքի ընդարձակման հարցում բաց դռների քաղաքականության մասին հայտարարել՝ միաժամանակ թույլ տալով, որպեսզի Վլադիմիր Պուտինը դռնապանի դեր կատարի», - նշում է Ռասմուսենը։

ՆԱՏՕ-ի նախկին գլխավոր քարտուղարի պատկերավոր համեմատություններն այսքանով չեն ավարտվում։ Փորձելով կանխատեսել՝ արդյոք Ռուսաստանը կհարձակվի Ուկրաինայի վրա, Ռասմուսենը գրում է․ - «Պուտինը հմտացել է ձեռակերտ ճգնաժամերի ստեղծման գործում, որոնք ինքն էլ հետո մարում է՝ նմանվելով մի հրշեջի, որ մարում է իր իսկ հրկիզածը»։ Նրա համոզմամբ՝ Կրելը հույս ունի, որ արևմտյան պետությունները, ցանկանալով խուսափել պատերազմից, ի վերջո ուղղակի բանակցությունների մեջ կտնեն Մոսկվայի հետ՝ զիջումներ առաջարկելով և թույլ տալով Ռուսաստանին պահպանել ազդեցությունը հետխորհրդային տարածքում։

«Պուտինի այս ռազմավարությունը կաշխատի, եթե մենք զիջենք», - Politico-ում հրապարակված հոդվածում նշում է Ռասմուսենը՝ ընդգծելով, սակայն, որ առկա ճգնաժամի լուծման միակ տարբերակը ռուսների հետ բանակցելն է։

«Երկխոսությունը կարևոր է, սակայն այն պետք է լինի մեր առաջ քաշած պայմանների հիման վրա և այն հստակ ընկալմամբ, որ իրադրության սրման և սպառնալիքների ներքո Արևմուտքը որևէ պարագայում չի բանակցելու», - նշում է Հյուսիսատլանտյան դաշինքի նախկին գլխավոր քարտուղարը։
