ՄԻՊ-ը հատուկ զեկույց է ուղարկել ԵԱՀԿ գործող նախագահին և ՄԽ համանախագահներին․ ներկայացված են ադրբեջանցի զինծառայողների կողմից Հայաստանի սահմանային բնակիչների իրավունքների խախտումները

ՄԻՊ աշխատակազմից տեղեկացնում են, որ ՄԻՊ Արման Թաթոյանը հատուկ զեկույց է ուղարկել ԵԱՀԿ գործող նախագահին և ԵԱՀԿ Մինսկի խմբի համանախագահներին՝ բացատրական նամակով, ադրբեջանական զինված ծառայողների արարքներով Հայաստանի սահմանային բնակիչների իրավունքների խախտումների վերաբերյալ:

«Փաստաթղթում փաստերով, կոնկրետ օրինակներով ցույց է տրված, որ ադրբեջանական զինված ծառայողների արարքներով, ադրբեջանական իշխանությունների մտադրված կազմակերպմամբ, ամեն օր ոտնահարված են Գեղարքունիքում և Սյունիքում՝ մեր երկրի սահմանային բնակավայրերում ապրող մարդկանց իրավունքները, խաթարված է անվտանգությունն ու նորմալ կյանքը (բերված են նաև Արարատի մարզի Երասխ համայնքի օրինակները):

Հետևաբար, առաջնահերթ գերակայություն է մարդկանց համար իրենց նորմալ կյանքը, իրավունքներն ու անվտանգությունը վերականգնելը: Ցույց ենք տվել նաև այդ խախտումների ազդեցությունը ՀՀ ողջ բնակչության իրավունքների վրա:

Ընդ որում, զեկույցում իրավունքների խախտումները վերլուծված են՝ ըստ խմբերի (օրինակ՝ կյանքի իրավունք, ազատ տեղաշարժվելու իրավունք, երեխաների իրավունքներ և այլն):

Նշել եմ, որ Սյունիքում այլընտրանքային ճանապարհները լուծում չեն, քանի որ ապահովված չէ մարդկանց անվտանգությունը. ադրբեջանական զինված ծառայողները շարունակում են դիտարկման ներքո պահել այդ ճանապարհները, քաղաքացիական բնակիչներին, նրանց տները: Ավելին, նրանք զինված ցուցադրաբար ներկա են ճանապարհներին, քաղաքացիական բնակիչների համար տեսանելի հատվածներում ու կատարում մարդկանց իրավունքները կոպիտ ոտնահարող արարքներ:

Հիմնավորված է նաև, որ սահմանային բնակավայրերում մարդու իրավունքների խախտումների սնուցող աղբյուրն ադրբեջանական իշխանությունների հայատյացության հովանավորչության ու թշնամանքի քաղաքականությունն է, որը պատերազմից հետո ոչ միայն չի նվազել, այլ խորացել է:

Ուստի, եզրահանգումը հստակ է՝ մեր գյուղերի, շատ դեպքերում մարդկանց տների մոտ ու ճանապարհներին ադրբեջանական զինված ծառայողներ չպետք է լինեն: Ընդ որում, սա վերաբերում է նրանց բոլոր տեղակայումներին ու ոչ միայն մայիսյան ներխուժումներին:

Այսինքն՝ պետք է լինի անվտանգության ապառազմականացված գոտի:

Սա չի նշանակում, թե այդ կերպ միանգամից որոշում ենք՝ ի՞նչ կամ ու՞մ տարածքն է:

Դա կորոշվի հետագայում՝ առնվազն զուգահեռ սկսված դելիմիտացիայի ու դեմարկացիայի արդյունքում: Պարզապես ներկայում անհրաժեշտ է հրատապ վերականգնել մարդկանց իրավունքներն ու նորմալ կյանքը:

Օրինակով ցույց է տրվել, որ ՀՀ մարդու իրավունքների պաշտպանի առաջարկի հիման վրա այս գաղափարն արդեն իսկ տեղ է գտել ԵԽԽՎ 2021թ.սեպտեմբերի 27-ի բանաձևում:

ՀՀ մարդու իրավունքների պաշտպանի այս մոտեցումներն ուղիղ բխում են ԵԱՀԿ, ՄԱԿ և այլ միջազգային պահանջներից ու միջազգային փորձից»:
