Հայ ժողովուրդը չի կարողացել ստեղծել ուժեղ քաղաքացիական հասարակություն, «Ազատության» «Կիրակնօրյա վերլուծական Հրայր Թամրազյանի հետ» հաղորդման ժամանակ ասաց Հայաստանում Ուկրաինայի նախկին դեսպան Ալեքսանդր Բոժկոն՝ նկատելով՝ ուժեղ քաղաքացիական հասարակությունը կկարողանար ազդել ղեկավարների վրա, պահանջել, որպեսզի նրանք աշխատեն ոչ թե սեփական գրպանի, այլ պետության համար։

Դիվանագետն ընդգծեց՝ հայ բանակի գեներալներին ճանաչում էր և տեսնում էր, թե ինչպես էին նրանք կառուցում ամրոցներ։

«Իհարկե մենք բոլորս այն ժամանակ, որոնք գտնվում էինք Հայաստանում, գիտեինք, թե որտեղից է այդ փողը, այսինքն՝ պոկում էին բանակից, որպեսզի կառուցեին մի առանձնատուն, էլի մի առանձնատուն՝ երեխաների համար և այլն, և այլն։ Իհարկե դա ցավալի է, որովհետև, վերջիվերջո, ես միշտ ասում եմ, որ հայ ազգը, դա ազգ է, որ ունեցել է այնպիսի մեծ պատմություն, այնպիսի փորձանքներ է ունեցել և կարող է դասեր քաղել այդ փորձանքներից»։

Ալեքսանդր Բոժկոն նախ խորհուրդ տվեց դասեր քաղել, ապա շեշտեց՝ պետք է կենտրոնանալ երկրի զարգացման վրա։

«Հիմա բավականին դժվար վիճակ է ստեղծվել Հայաստանի համար և պետք է վերլուծել ինչպես է այդպես ստացվել, և, իհարկե, դա վերաբերվում է նաև Ռուսաստանի հետ կապերին։ Հայաստանը հույս էր դնում Ռուսաստանի վրա, չնայած բավականին ազդակներ են արդեն ունեցել, որ Ռուսաստանը փոխում է իր դիրքորոշումը և ուզում է ավելի ամրացնել կապերն Ադրբեջանի հետ, որովհետև նա գիտի, որ Հայաստանը, ինչպես ասում էին՝ «ո՞ւր պետք է գնա Հայաստանը», Հայաստանն, այսպես ասած, ուզած-չուզած կմնա Ռուսաստանի հետ։ Դրա համար, որպես իմպերիալիստական երկիր, նա իհարկե շահագրգռված է լայնացնել իր տիրությունը՝ ընդգրկելով նաև և՛ Ադրբեջանը, և՛ Ղարաբաղը», - ասաց նախկին դեսպանը։
