ՀՀ վարչապետի՝ ավիացիայի գծով նախկին խորհրդական Հակոբ Ճաղարյանը ֆեյսբուքյան իր էջում գրառում է արել, որում անդրադառնում է վարչապետ Նիկոլ Փաշինյանի երեկվա ֆեյսբուքյան գրառմանը։ Հակոբ Ճաղարյանը գրել է․ 

«Նիկոլն ու պետական ինստիտուտները

Երեկվանից մտածում եմ` ի՞նչ ձևաչափով անդրադառնամ Պետական Ինստիտուտների կայացման մասին` տիեզերական ստախոս դատարկաբանի գրառմանը, ինչի մասին տեղեկացնում է մամուլը:

Որոշեցի առ այժմ էս գրառումով.

2019 թ. Ապրիլին ներկայացրել եմ մասնագետների խմբի կողմից պատրաստած, ՀՀ Քաղաքացիական Ավիացիայի զարգացման Հայեցակարգը: Որտեղ կետ-առ-կետ նշված է Կառավարության դիրքորոշումից մինչ լիակատար իրագործումը` պետական ինստիտուտների ձևավորումով, անելիքներով, ձևերով, տեղական և միջազգային օրենքներով... Ավիացիոն Համակարգի ստեղծումն ու կառավարումը:

Պետական ինստիտուտի ստեղծման հայեցակարգը, ինչպես նաև տեղական` մասամբ պետական ավիաընկերության կազմակերպման նախագիծը, 8-12 նորագույն A-220 օդանավերով, արտադրողի հետ համաձայնեցրած պայմանագրով, շահագործման շուկայով, ամեն ուղևորի հաշվարկով, ներդրումների աղբյուրներով, շահույթով ու զարգացման ծրագրերով.... տորպեդահարվեցին ի օգուտ «լՕքԱստ» (ըստ ավիացիայի «հրաշքի» փիառանոնսի) ընկերություններ հրավերի:

Որովհետև դեղին մամուլի ու երկրի կառավարման մեջ տարբերությունը հասկանալը քո ինտելեկտից վեր է:

Դու չես եկել պետական ինստիտուտներ ստեղծելու կամ կարգի բերելու:

Քո նպատակը ոչ թե պետական ինստիտուտների ստեղծումն է, այլ եղածն ավերելն ու ոչնչացնելը»։
