Մոսկվայում կայացել է «3+2» ձևաչափի առաջին նիստը՝ փոխարտգործնախարարների մակարդակով

Մոսկվայում այսօր տեղի է ունեցել տարածաշրջանային համագործակցության նոր ձևաչափի՝ «3+2», ինչպես ավելի վաղ Ռուսաստանի արտգործնախարարությունն էր ձևակերպել, «խորհրդատվական» հարթակի առաջին նիստը, որին մասնակից երկրները ներկայացված են փոխարտգործնախարարների մակարդակով։

Այսօր առավոտյան ՌԴ փոխարտգործնախարար Անդրեյ Ռուդենկոն, ով ներկայացնում է Ռուսաստանը հարթակի անդրանիկ նիստին, հանդիպել է Հայաստանի փոխարտգործնախարար Վահե Գևորգյանի հետ։

Ռուսական կողմի տարածած կարճ հաղորդագրության համաձյան, Ռուդենկոն և Գևորգյանը հանդիպմանը կառուցողական մթնոլորտում քննարկել են երկկողմ հրատապ հարցեր, ինչպես նաև միջազգային և տարածաշրջանային օրակարգ: Նիստի մասին առաջինը երեկ հայտարարել էր Թուրքիայի արտգործնախարարությունը, իսկ ավելի ուշ հաստատել էր Ռուսաստանի արտգործնախարարության պաշտոնական ներկայացուցիչ Մարիա Զախարովան:

«Վաղը պետք է տեղի ունենա Հարավային Կովկասի համար խորհրդատվական տարածաշրջանային մեխանիզմի առաջին նիստը՝ «3+3» ձևաչափով։ Ռուսաստանը ներկայացնելու է արտաքին գործերի նախարարի տեղակալ Անդրեյ Ռուդենկոն: Արդյունքների և յուրաքանչյուր երկրի ներկայացուցիչների կազմի մասին ավելի մանրամասն կխոսենք վաղը», - երեկ հայտարարել էր Զախարովան՝ հավելելով, թե վրացական կողմին նույնպես ուղարկել էին հրավեր։

Այս նոր հարթակի մասնակիցները իրականում պետք է վեցը լինեին, և այն կոչվում էր «3+3»: Վրաստանը, սակայն, հրաժարվել է մասնակցել նիստին, հայտարարելով, թե նախկինում արդեն պարզաբանել էր՝ հարթակին չի միանում Ռուսաստանի հետ հակասությունների պատճառով։

«Մենք չենք դիտարկում մեր մասնակցությունը տվյալ ձևաչափում, հետևաբար՝ Վրաստանը ներկայացված չի լինի ընթացիկ տարվա դեկտեմբերի 10-ին պլանավորված հանդիպմանը», - ընդգծել է Վրաստանի արտաքին գործեի նախարարությունը։

Պաշտոնական Թբիլիսին մերժում է նախաձեռնությունը՝ նշելով, թե չի կարող համագործակցել Հարավային Օսիան և Աբխազիան զավթած Կրեմլի հետ:

Պաշտոնական Երևանը հայտարարել է, որ միանում է հարթակին, սակայն ընդգծել՝ այդ ձևաչափը չպետք է ներառի հարցեր, որոնք արդեն համաձայնեցված են կամ քննարկվում են ուրիշ հարթակներում, այդ թվում՝ Լեռնային Ղարաբաղի խնդիրը։

«3+3» ձևաչափը ղարաբաղյան 44-օրյա պատերազմից հետո առաջարկել էին Ադրբեջանի և Թուրքիայի նախագահները: Այն ենթադրում է հարավկովկասյան երեք երկրների՝ Վրաստանի, Հայաստանի և Ադրբեջանի, ինչպես նաև տարածաշրջանի երեք տերությունների՝ Ռուսաստանի, Թուրքիայի և Իրանի մասնակցությունը։

Ռուսաստանցի փորձագետների կարծիքով՝ «3+3» հարթակը, որի ձևաչափի, գործառույթների և իրական նպատակների մասին շատ բան հայտնի չէ, այդուամենայնիվ, ձեռնտու է տարածաշրջանի բոլոր երկրներին, այդ թվում՝ Հայաստանին, քանի որ Երևանը ստանում է հարթակ, որի շրջանակներում կարող է ուղղակի, առանց միջնորդների բանակցել թուրքական կողմի հետ հարաբերությունները կարգավորելու ուղղությամբ։
