Ալընտրանքային ճանապարհը լուծում չէ,ապահովված չէ մարդկանց անվտանգությունը. խախտումների վերացման իրական լուծումը ադրբեջանական զինծառայողների հեռացումն է մեր գյուղերի հարևանությունից և ճանապարհներից. ՄԻՊ

Այսօր Ստրասբուրգում հանդիպում եմ ունեցել ԵԽ գլխավոր քարտուղար Մարիա Պեյչինովիչ Բուրիչի հետ: Այս մասին ֆեյսբուքյան իր էջում գրել է ՀՀ ՄԻՊ Արման Թաթոյանը:

«Հանդիպման ընթացքում օրինակներով ցույց եմ տվել, որ պատերազմից անմիջապես հետո ադրբեջանական զինված ծառայողները կատարում են Հայաստանի բնակչության իրավունքները կոպիտ խախտող արարքներ՝ սկսած այն պահից, երբ հայտնվել են Սյունիքի և Գեղարքունիքի մարզերի գյուղերի հարևանությամբ և Սյունիքի համայնքների միջև ճանապարհներին. կրակոցներ, հրհդեհում են արոտավայրեր և այլն:

Հատուկ անդրադարձել եմ Սյունիքում ճանապարհների արգելափակմանը, նշել, որ ալընտրանքային ճանապարհը լուծում չէ, քանի որ ապահովված չէ մարդկանց անվտանգությունը. ադրբեջանական զինված ծառայողների նշանառության ներքո են ճանապարհը, քաղաքացիական բնակիչները, նրանց տները:

Շեշտել եմ, որ խախտումների վերացման իրական լուծումը բոլորովին այլ է. դա ադրբեջանական զինված ծառայողների հեռացումն է մեր գյուղերի հարևանությունից ու ճանապարհներից:

Պետք է լինի ապառազմականացված [անվտանգության] գոտի, որի ՀՀ մարդու իրավունքների պաշտպանի առաջարկի հիման վրա արդեն իսկ տեղ է գտել ԵԽԽՎ 2021թ.սեպտեմբերի 27-ի բանաձևում:

Բացատրել եմ, որ դա չի նշանակում, թե այդ կերպ միանգամից որոշում ենք՝ ի՞նչ կամ ու՞մ տարածքն է: Դա կորոշվի հետագայում՝ առնվազն զուգահեռ սկսված դելիմիատացիայի ու դեմարկացիայի արդյունքում, բայց պետք է ամեն ինչ անել մարդկանց նորմալ կյանքը, անվտանգությունը վերականգնելու համար:

Հանդիպման ընթացքում առանձին նշել եմ, որ խնդիր է, որ միջազգային կառույցները չեն այցելում Արցախ (Լեռնային Ղարաբաղ). ստացվում է՝ Եվրոպայի խորհրդի տարածքում կա վայր, որ հասանելի չէ ընդհանրապես, ինչը հակասում է հենց ԵԽ խորհրդարանական վեհաժողովի բանաձևերին:

Մանրամասն անդրադարձել եմ հայ գերիների ազատ արձակմանը, Հայրենիք նրանց վերադարձի հրատապությանը, որոնք ապօրինաբար են պահվում Ադրբեջանում:

ԵԽ գլխավոր քարտուղարին շնորհակալություն եմ հայտնել պատերազմի սկբում ու դրանից հետո զինված հարձակումները դադարեցնելու հայտարարությունների և կոչերի, իր անձնական ջանքերի համար:

Մարիա Պեյչինովիչ Բուրիչը բարձր է գնահատել ՀՀ մարդու իրավունքների պաշտպանի աշխատանքը բարդ ու ճգնաժամային իրավիճակում:

Գլխավոր քարտուղարը հատուկ ընդգծել է ՀՀ մարդու իրավունքների պաշտպանի կարևոր դերը երկրում մարդու իրավունքների պաշտպանության հարցում: Կարևորել է  Պաշտպանի կողմից Եվրոպայի խորհրդի նախարարների կոմիտե Մարդու իրավունքների եվրոպական դատարանի վճիռների կատարման դիրքորոշումներ ուղարկելու պրակտիկան: Ինքս կարևորել եմ այս պրակտիկան ու նաև նշել, որ դա անում ենք նաև ՀԿ-ների հետ համատեղ:

Հանդիպման ընթացքում քննարկվել են նաև Զինված ուժերում մարդու իրավունքների, կանանց իրավունքների պաշտպանությանը, խոշտանգումների կանխարգելմանը վերաբերող և մի շարք այլ հարցեր:

Հանդիպման ավարտին ԵԽ գլխավոր քարտուղարին եմ փոխանցել նշված թեմաներին վերաբերող արտահերթ զեկույցներս»,- գրել է Թաթոյանը:
