Մոսկվայում ընթանում է Հայաստանի, Ադրբեջանի և Ռուսաստանի փոխվարչապետերի հանդիպումը

Հայաստանի, Ադրբեջանի և Ռուսաստանի փոխվարչապետերը մի քանի ժամ առաջ սկսել են աշխատանքային հանդիպումը Մոսկվայում, բանակցություններն այս պահին էլ շարունակվում են՝ հաղորդում է «Ազատության» դիվանագիտական աղբյուրը։

Ավելի վաղ կառավարությունից ևս հայտնել էին, որ երեք կողմերն այսօր են հանդիպելու՝ առանց հավելյալ մանրամասների։

Այսօրվա բանակցությունների մասին հայտարարել էր Ռուսաստանի նախագահ Վլադիմիր Պուտինը անցած շաբաթավերջին Սոչիում՝ Հայաստանի ու Ադրբեջանի ղեկավարների հետ եռակողմ հանդիպման ավարտին։

«Մեր հաջորդ պայմանավորվածությունն է, որ նրանք հանդիպեն եկող շաբաթ Մոսկվայում, ամփոփեն արդյունքները և ներկայացնեն այն պայմանավորվածությունները, որոնք այսօր համաձայնեցրել ենք», - ասել է Պուտինը:

ԹԵ՛ Երևանում, թե՛ Բաքվում ակնկալում են, որ եռակողմ աշխատանքային խմբի հերթական նիստի արդյունքներով կարող են ստորագրվել տարածաշրջանի տրանսպորտային հաղորդակցությունների ապաշրջափակման վերաբերյալ փաստաթղթեր։ Ի՞նչ բովանդակությամբ՝ հայտնի չէ, հստակ չէ, թե ե՞րբ է եռակողմ խումբը հայտարարելու՝ ի վերջո որտեղով են անցնելու ավտոմոբիլային և երկաթուղային ճանապարհները, և թերևս ամենակարևոր հարցը Երևանի համար՝ ովքե՞ր ու ինչպե՞ս են վերահսկելու այդ ճանապարհները։

Պաշտոնական Երևանը շարունակում է պնդել, որ միջանցքային տրամաբանությամբ որևէ համաձայնություն չի լինելու։ Ադրբեջանի նախագահը ևս «միջանցք» բառը Սոչիում չէր օգտագործել՝ թե՛ եռակողմ բանակցություններին, թե՛ Պուտինի հետ երկկողմ հանդիպմանը։

Առայժմ, սակայն, հստակ չէ, այսօրվա հանդիպման ավարտին կողմերը համաձայնագիր են ստորագրելու, հայտարարություն, թե այլ փաստաթուղթ։

Ռուս դիտորդները, այդուամենայնիվ, նկատում են, որ Բրյուսելում երկու շաբաթից կայանալիք Ալիև-Փաշինյան հանդիպումից առաջ կողմերը արդեն կունենան ստորագրված պայմանավորվածություններ։ Այս պահին կա երեք փաստաթուղթ, առաջինը՝ հրադադարի, երկրորդը՝ տարածաշրջանի ապաշրջափակման մասին։ Վերջինն էլ ստորագրվեց նոյեմբերի 26-ին Սոչիում։

Եռակողմ այդ հանդիպումից հետո Ռուսաստանի նախագահը հայտարարել էր, որ կողմերը համաձայնության են եկել երեք կետի շուրջ։ Առաջինը՝ պայմանավորվել են մինչև տարեվերջ ստեղծել սահմանազատման և սահմանագծման գործընթացի մեկնարկի համար անհրաժեշտ մեխանիզմներ։ Բացի այդ, ըստ Պուտինի, հաջողվել է առաջ շարժվել հումանիտար հարցերի շուրջ։ Ինչի մասին է խոսքը՝ հայտնի չէ։ Եվ երրորդ հարցը, որի շուրջ, Պուտինի խոսքով, հաջողվել է պայմանավորվել, ճանապարհների ու տրանսպորտային կապերի ապաշրջափակումն է։

Այսինքն՝ Պուտինն ասում է, թե Սոչիում երեք ժամից ավելի տևած բանակցություններից հետո կողմերը համաձայնեցրել են ճանապարհների ապաշրջափակման հարցը, որը ամենաբարդն էր Երևանի և Բաքվի համար։ Մանրամասներ, սակայն, հայտնի չեն, ոչ մի արտահոսք ոչ ռուսական, ոչ հայկական, ոչ էլ ադրբեջանական մամուլում մինչ այս պահը չի եղել։
