«Որոտան տանող այլընտրանքային միակ ճանապարհն ադրբեջանական զիծառայողների անմիջական դիտարկման ներքո է». Արման Թաթոյան

ՄԻՊ Արման Թաթոյանը ֆեյսբուքյան էջում գրել է․ «Որոտան տանող այլընտրանքային միակ ճանապարհն ադրբեջանական զինված ծառայողների անմիջական դիտարկման ներքո է․ բնակիչների անվտանգության և իրավունքների վերականգնման համար միակ ելքը նրանց հեռացումն է։

Բացի այն, որ որևէ հիմք չունեցող ադրբեջանական, այսպես կոչված, սահմանային ու մաքսային վերահսկողության հետևանքով մարդիկ զրկվել են Գորիս-Կապան ճանապարհով [M2] ազատ ու անվտանգ տեղաշարժվելու միջազգայնորեն երաշխավորված իրավունքից, այլընտրանքային շահագործվող ճանապարհն օբյեկտիվորեն չի լուծում իրավունքների այն խախտումները վերացնելու հարցը, որ առաջ է եկել ադրբեջանական իշխանությունների, նրանց զինված ծառայողների անօրինական արարքներով (օրինակ՝ անվտանգություն, բնականոն կյանքի վերականգնում և այլն)։

Այսօր ՀՀ մարդու իրավունքների պաշտպանի ղեկավարած աշխատանքային խումբն ուսումնասիրել է նաև այս պահին շահագործվող այլընտրանքային միակ ճանապարհի դիտարկվող հատվածները (կից լուսանկարներում դիտարկվող ոչ բոլոր մասերն են)՝ Գորիս համայնքի ղեկավարի պաշտոնակատար Արտյոմ Աղաջանյանի և անձնակազմի հետ միասին:

Նշվածից բացի, Որոտան, Շուռնուխ և Բարձրավան գյուղեր (նույնը վերաբերում է նաև Նոր Առաջաձորին) տանող ճանապարհի փակումը մարդու իրավունքների և մեկուսացման լուրջ խնդիրներ է առաջ բերել նաև այն առումով, որ եթե մինչև նոյեմբերի 11-ը՝ ճանապարհը փակվելը, Գորիսից Կապան ճանապարհը անցնում էր այս գյուղերով ու հետևաբար՝ ընդհանուր տեղաշարժն էլ էր այս գյուղերով, ապա հիմա այս գյուղեր գալիս են միայն կա՛մ բնակիչները, կա՛մ հենց նպատակային գյուղեր այցելողները: Նաև իրանական բեռնատար մեքենաներն են երթևեկում:

Ուստի, անհրաժեշտ ելքը մեկն է՝ ադրբեջանական զինված կամ այլ ծառայողներ մեր համայնքների հարևանությամբ կամ համայնքների միջև ճանապարհներին չպետք է լինեն, պետք է ստեղծվի անվտանգության ապառազմականացված գոտի:

Դա է ՀՀ բնակիչների իրավունքները վերականգնելու ճանապարհը: Սա ամբողջությամբ բխում է միջազգային փորձից ու չափանիշներից:

Ոչ ոք իրավունք չունի անտեսել մարդու իրավունքների և հումանիտար խնդիրները սահմանների որոշման հետ կապված գործընթացում և վերջ:

Այս մասին Մարդու իրավունքների պաշտպանի հատուկ զեկույցները կներկայացնեմ միջազգային համապատասխան կառույցներին, ինչպես նաև ՀՀ մարմիններին և ՀԿ-ներին»:
