Pegasus-ը չի հանդիսանում ՀՀ հատուկ ծառայությունների ամբողջական հսկողության ներքո գտնվող ծրագիր. Վանեցյան

Ունեմ փաստացի տվյալներ այն մասին, որ իմ հեռախոսը վարակված է  Pegasus ծրագրով: Այս մասին, այսօր՝ նոյեմբերի 25-ին մամուլի ասուլիսի ժամանակ նշեց ԱԺ «Պատիվ ունեմ» խմբակցության ղեկավար, ԱԱԾ նախկին տնօրեն Արթուր Վանեցյանը։

Նա մանրամասնեց, դեռ այս տարվա սեպտեմբեր-հոկտեմբեր ամիսներին միջազգային որակավորում ունեցող տեղեկատվական անվտանգության մասնագետներն իրականացրել են իր հեռախոսի զննումը, փորձաքննություն, որի արդյունքում հայտնաբերել են անհերքելի փաստեր, որ իր հեռախոսում տեղադրված է հենց այդ ծրագիրը. «Բայց քանի դեռ մենք չունեինք հաստատում Apple ընկերությունից, ես չուզեցի դրա մասին բարձրաձայնել։ Երեկ ստացա նամակն ու որոշեցի բարձրաձայնել ու հանրայնացնել խնդիրը»,-ասաց նա։

Վանեցյանը մանրամասնեց՝ մարդուն գաղտնալսելն ու հետևելը պետության մենաշնորհն է համապատասխան հիմքերի ու դատարանի որոշման առկայության պարագայում։

«Pegasus ծրագիրը չի հանդիսանում Հայաստանի հատուկ ծառայությունների ամբողջական հսկողության ներքո գտնվող ծրագիր, NSO Group-ը ոչ թե վաճառում է երկրների հատուկ ծառայություններին, որ նրանք օգտագործեն այդ ծրագիրը, այլ որոշակի գումարի դիմաց՝ 7-10 մլն դոլարի շրջանակներում բաժանորդագրվում են այդ ծրագրին: Ասում են՝ այ մեր երկրից խնդրում ենք հսկողության վերցնել այսինչ, այնինչ անձին։ Այդպիսով նրանք հնարավորություն են տալիս այդ ընկերությանը, առանց խոչընդոտի մուտք գործել Հայաստանի բջջային օպերատորների համակարգ ու վարակել ցանկացածի հեռախոս։ Բայց այդ տվյալները ոչ թե ստացվում ու պահպանվում են Հայաստանի իրավապահ մարմիններում, այլ դրանք գնում են NSO Group-ի կենտրոնական գրասենյակ, որից հետո այն տրամադրում է դրանք պատվիրատուին։ Ըստ NSO Group-ի հայտարարության, նրանք համագործակցում են բացառապես պետությունների հետ։ Եթե պետությունը թույլ չտա մուտք գործել մեր բջջային օպերատորների համակարգ, հնարավոր չէ այդ ծրագիրը կիրառվի մեր երկրում»,-մանրամասնեց նա։

Ընդդիմադիր պատգամավորը խնդիրը դիտարկեց նաև  ժողովրդավարության համատեքստում, ընդգծեց, ցանկացած անձի անձնական, ընտանեկան գաղտնիությունը կարող է խախտվել բացառապես դատարանի որոշման հիման վրա. «Pegasus ծրագրի կիրառման համար դատարանի որոշում չի կարող լինել, քանի որ այն ՀՀ իրավապահ համակարգի սեփականությունը չէ։ Ստացվում է, որ այս ամբողջ գործընթացն անօրինական է»,-ընդգծեց նա։

Pegasus ծրագրով վարակված հեռախոսը կարող է մարդու կամքից անկախ, նրա անգիտությամբ միացնել տեսախցիկը, ձայնագրել զրույցները։

«Հիմա պատկերացրեք, մարդ ես, տանը նստած ես ընտանեկան միջավայրում։ Լսում են ամբողջությամբ քո անձնական զրույցները կնոջդ, երեխաներիդ, ծնողներիդ հարազատներիդ հետ։ Այս գաղտնալսման ծրագրի միջոցով ձեռք բերած զրույցները չեն օգտագործվում քրեական գործերի քննության ժամանակ, չեն հանրայնացվում, քանի որ այդ տեղեկությունները ստացվում են ապօրինի։ Իշխանություններն այդ ծրագիրն օգտագործում են իրենց ոչ հաճո լրագրողների, իրավապաշտպանների, քաղհասարակության ներկայացուցիչներին, քաղաքական գործիչներին հետևելու հետապնդելու համար։ Ահա այս վտանգների պատճառով է, որ մենք բարձրաձայնում ենք ծրագրի անթույլատրելիության մասին»,-ասաց նա։

Հիշեցնենք, որ ավելի վաղ Արթուր Վանեցյանը ֆեյսբուքի իր էջում հայտարարել էր, որ իր հեռախոսը վարակված է այդ ծրագրով եւ կոչ էր արել Նիկոլ Փաշինյանին վախենալ ոչ թե իրենից, այլ Հայրենիքի և հայ ժողովրդի գլխին բերածդ արհավիրքների հետևանքներից։
