ՄԱԿ-ում նախազգուշացրել են, որ Աֆղանստանի բանկային համակարգը հայտնվել է կործանման եզրին. Reuters

Աֆղանստանի բանկային համակարգի հանդեպ ծառացել է ավանդների զանգվածային հանման, շրջանառության մեջ փողի և արատարժույթի պակասի, ինչպես նաև խնրդահարույց վարկերի քանակի աճի խնդիրը: Նման միտումները սպառնում են դրա լիակատար կործանմամբ, նոյեմբերի 22-ին նախազգուշացրել են ՄԱԿ-ի Զարգացման ծրագրում, տեղեկացնում է «Արմենպրես»-ը:

«Աֆղանստանի ֆինանսական և բանկային փոխանցումների համակարգերը կազմալուծված են: Բնակչության կողմից բանկային ավանդների զանգվածային հանման խնդիրը պետք է անհապաղ լուծվի՝ արտադրության ոլորտի հեռանկարները բարելավելու և բանկային համակարգի կոլապսը կանխելու համար»,- մեջբերում է կատարում Reuters գործակալությունը միջազգային կազմակերպության զեկույցից:

Այնտեղ նշված է, որ նման սցենարի սոցիալ-տնտեսական հետևանքները կլինեն վիթխարի, այդ թվում չի բացառվում փախստականների թվի ավելացման հավանականությունը, իսկ բանկերի վերականգնումը կարող է տասամյակներ տևել: Իրավիճակը սաստկացնում է «Թաիբան» արմատական շարժման և դրա պարագլուխների միջազգային-իրավական կարգավիճակը, նշել է Աֆղանստանում ՄԱԿ-ի Զարգացման ծրագրի ղեկավար Աբդալա ադ Դարդարին:

Թալիբների կողմից իշխանության զավթումից հետո դադարել է միջազգային օգնության տեսքով ֆինանսական հոսքը զարգացման նպատակով, Իսլամական Հանրապետության արտասահմանյան հաշիվները սառեցվել են:

Աֆղանստանի բանկերի լուծարունությունը խիստ կախված է արտարժույթի ներարկումներց: Այդ պայմաններում բնակչությունը գերադասում է խնայողությունները պահել իր մոտ: Ինչպես հիշեցնում է Reuters-ը, թողարկված ազգային արժույթի սոսկ փոքր մասն է գտնվում իրական շրջանառությման մեջ. 500 հազար դոլարին համարժեք գումար 4 միլիարդ դոլարից:

Այդ պատճառով բանկերը սահմանել են հաշիվներից միջոցների հանման սահմանափակումներ: ՄԱԿ-ի Զարգացման ծրագրի կանխատեսումների համաձայն՝ ներկայիս միտումը պահպանվելու դեպքում «դեպոզիտային բազայի շուրջ 40 տոկոսը կորստի կմատնվի» ընթացիկ տարվա վերջին: 2020 թականի վերջից մինչև 2021 թվականի սեպտեմբեր կրկնապատիկ՝ մինչև 57 տոկոս աճել է խնդրահարույց վարկերի բաժինը:

«Եթե այս միտումը շարունակվի, Աֆղանստանի բանկերը չեն կարող դիմանալ հաջորդ կես տարում»,- եզրափակել Է ադ Դարդարին:
