Խիստ վտանգավոր են դարձել ՀՀ այն պաշտոնյաների հայտարարությունները, որոնք արդարացնում են Գորիս-Կապան և Կապան-Ճակատեն ճանապարհներին ադրբեջանական անցակետերը․ ՄԻՊ

ՄԻՊ Արման Թաթոյանը հայտարարություն է տարածել․ «Խիստ վտանգավոր են դարձել ՀՀ այն պաշտոնյաների հայտարարությունները, որոնք, անտեսելով մարդկանց սահմանադրական իրավունքները, արդարացնում են Գորիս-Կապան և Կապան-Ճակատեն ճանապարհներին ադրբեջանական անցակետերը, իսկ տեղակայումները հիմնավորում են՝ ասելով, թե դրանք այն տարածքներում են, որոնք Ադրբեջանի Հանրապետություն են: Անընդհատ հղումներ են արվում ինչ որ այլընտրանքային ճանապարհների ու ԽՍՀՄ չկոնկրետացված ինչ-որ քարտեզների:

Դուք հասկանու՞մ եք, որ ձեր այդ հայտարարություններով օրինականացվում են ադրբեջանական զինված [ու իրավապահ] ծառայողների անօրինական տեղակայումները, որտեղից էլ նրանք անօրինականություններ են կատարում, հանցանքներ են գործում ՀՀ բնակչության նկատմամբ:

Որքա՞ն կարելի է խոսել այլընտրանքային ճանապարհներից: Այդ, այսպես կոչված, այլընտրանքային ճանապարհները չեն վերացնում ՀՀ բնակչության ավտանգության սպառնալիքներն ու սահմանադրական իրավունքների խախտումները, չեն կարող լինել լիարժեք լուծումներ:

Դուք գիտակցու՞մ եք, որ իրականում, ճանապարհների ապաշրջափակման քողի ներքո ադրբեջանական իշխանությունները վարում են ՀՀ քաղաքացիական բնակավայրերի մեկուսացման և հումանիտար խնդիրներ առաջացնելու նպատակային քաղաքականություն:

Դուք ինքներդ ինչպե՞ս եք պատկերացնում ադրբեջանական այս արարքներից ՀՀ քաղաքացիների իրավունքների պաշտպանությունը, ու՞մ դիմել, ի՞նչ ընթացակարգով:

Դուք գիտե՞ք, որ պատերազմից հետո ադրբեջանական իշխանությունները միայն խորացրել են հայատյացությունն ու թշնամանքի քարոզը:

Դուք գիտակցու՞մ եք, որ մեր գյուղերի մոտ, Գորիս-Կապան և Կապան-Ճակատեն ճանապարհներին ադրբեջանական այն ծառայություններն են, որոնք դաժանաբար խոշտանգել, սպանել են մեր զինծառայողներին ու քաղաքացիական անձանց և դրա համար չեն պատժվել:

Երկու երկրների միջև տեղի չի ունեցել դելիմիտացիա կամ դեմարկացիա,

ի՞նչ հիմքով եք դուք ինչ որ տարածքներ համարում ադրբեջանական կամ ոչ ադրբեջանական:

Ի՞նչ իրավական ակտով է ձեզ իրավունք վերապահված անել ՀՀ քաղաքացիների սահմանադրական և միջազգայնորեն ճանաչված իրավունքները ոտնահարող հայտարարություններ:

Սույն հայտարարությունը արվում է հրապարակային՝ հաշվի առնելով, որ նշված վտանգավոր շեշտադրումները  ստանում են լայն տարածում ՀՀ տարբեր, այդ թվում՝ բարձրաստիճան պաշտոնյաների հայտարարություններում ու հետևաբար՝ առկա է դրանց կանխարգելման հրատապ անհրաժեշտություն:

Պետք է բացառվեն տարբեր պաշտոնյաների հակասական ու մարդու իրավունքները ոտնահարող կամ վտանգող հայտարարությունները, որոնք խորացնում են անորոշությունը հասարակությունում:

Իրականում, պետության ռազմավարությունը պետք է սահմանային անվտանգության հարցերում հաշվի առնի մարդու իրավունքների հետ կապը, ինչպես նաև այն, որ պետությունն ունի իր քաղաքացիների իրավունքների պաշտանության պոզիտիվ պարտավորություն»:
