Ադրբեջանցիները Տիգրանակերտի արքայական աղբյուրների պուրակը վերածել են խորովածանոցի (տեսանյութ)

Ադրբեջանցիները Տիգրանակերտի արքայական աղբյուրների պուրակը վերածել են խորովածանոցի: Այս մասին հայտնում է Monument Watch-ը:

«44-օրյա պատերազմից հետո Արցախի Տիգրանակերտը ևս անցավ Ադրբեջանի վերահսկողության տակ, եւ ահա ադրբեջանցի հեռուստալրագրող Սեդեթ Մեմմեդովայի յութուբյան ալիքում 2021 թվականի հոկտեմբերի 31-ին տեղադրված տեսաձայնագրություննում առանձնակի հպարտությամբ ներկայացվում է, որ Տիգրանակերտի արքայական աղբյուրների պուրակը վերածվել է խորովածանոցի: 

Տիգրանակերտի հնագիտական արշավախմբի կողմից պեղված  ջրավազանի կողքին ադրբեջանցիները բետոնապատ հարթակ են կառուցել և խորոված անելու մանղալներ տեղադրել, որոնցից մեկը հենց պեղված ջրավազանի եզրին են դրել։ Խորհրդային տարիներին ադրբեջանցիները ռեստորանի էին վերածել 18-րդ դարի կեսերին աղբյուրների հարևանությամբ կառուցված ամրոցը: Այնպես որ պատմա-մշակութային միջավայրը քյաբաբնոց դարձնելու պրակտիկան հին ավանդույթ է: Նկատենք, որ 2010 թվականից ի վեր՝ մինչև 44-օրյա պատերազմը ամրոցում տեղադրված էր Տիգրանակերտի հնագիտական թանգարանը, իսկ արքայական աղբյուրների պուրակի տարածքը բարեկարգվել և ծառայում էր որպես մշակութային միջացառումների հարթակ:

Տիգրանակերտի արքայական պուրակը խորովածանոցի վերածելով, Ադրբեջանը խախտում է մշակութային ժառանգության պատմականությունը, ամբողջականությունը, զրկում ժառանգությանն իր իսկությանը համարժեք գործառույթով սերունդներին անխաթար փոխանցվելու հնարավորությունից, որը դեմ է ժառանգության պահպանության միջազգայնորեն ընդունված  մի շարք սկզբունքներին, որոնք բխում են ՅՈՒՆԵՍԿՕ-ի «Համաշխարհային մշակութային և բնական ժառանգության» կոնվենցիայից, 1994 թվականի Ճապոնիայում ընդունված մշակութային ժառանգության իսկության վերաբերյալ Նարայի փաստաթղթից   , ինչպես նաև ԻԿՕՄՕՍ-ի կողմից 2017 թվականին Նյու Դելիում ընդուված փաստաթղթից  և այլ միջազգային կառույցների փաստաթղթերից: Բացի դա, ըստ «Զինված բախումների դեպքում մշակութային արժեքների պաշտպանության մասին» 1954 թվականի կոնվենցիայի 4-րդ հոդվածի և  ըստ  լրացուցիչ՝ 1999 թվականի երկրորդ արձանագրության 9-րդ հոդվածի գ կետի՝ արգելվում է  մշակութային արժեքի ցանկացած վերափոխումը, ինչպես նաև դրա օգտագործման ձևի փոփոխությունը, որոնք նպատակ ունեն թաքցնելու կամ ոչնչացնելու մշակութային, պատմական կամ գիտական վկայությունները:  Խաթարելով ժառանգության իրական ավանդույթը Ադրբեջանը խախտում է նաև 2001 թ. «Մշակութային բազմազանության պաշտպանության մասին» և 2005 թ. «Մշակութային ինքնարտահայտման ձևերի բազմազանության պաշտպանության և խրախուսման մասին» կոնվենցիաների դրույթները, որոնց անդամ է։ 

Մշակութային ժառանգության գործառույթի փոփոխման գործողությունը խախտում է նաև ՅՈՒՆԵՍԿՕ-ի 2003 թվականի «Ոչ նյութական մշակութային ժառանգության պաշտպանության կոնվենցիա»-ի դրույթները, որի 11-րդ հոդվածով պետությունները պարտավոր են հարգել ժառանգության ոչ նյութական արժեքները անկախ դրանց ծագումից ու գործառույթից»,- նշված է հրապարակման մեջ։
