Ռոբերտ Հայրապետյան-ը ֆեյսբուքյան իր էջում գրել է
 
Բախտի բերմամբ Սյունիքի մարզպետարանի գլխավոր քարտուղարի աշխատասենյակը զբաղեցնող Էդգար Մարտիրոսյանը ապօրինաբար հրահանգել է մարզպետարանի կրթության, մշակույթի և սպորտի վարչության պետ Մերի Գանդալյանին ազատման դիմում ներկայացնել՝ սպառնալով հակառակ դեպքում վերջինիս նկատմամբ ծառայողական քննություն սկսել։
Երիտքպպաշտականը նեղսրտել է, որ Գանդալյանը, ազատորեն իրացնելով Սահմանադրության 7-րդ հոդվածով երաշխավորված իր իրավունքը՝ ընտրել է «Հայաստան» դաշինքին և հրաժարվել է ներգրավվել որևէ ընտրական պրոցեսում և աշխատել Սյունիքի անվտանգությունն անմիջական սպառնալիքի տակ դրած ՔՊ-ի օգտին։
Գանդալյանը բնականաբար հրաժարվել է ազատման դիմում գրել, իսկ երիտիշխանականն էլ մի այնպիսի ծիծաղելի պատճառով է ծառայողական քննություն սկսել ու կասեցրել Գանդալյանի լիազորությունները, որ անգամ իրավունքի մեծագույն մասնագետ Վահագն Հովակիմյանի ծիծաղը կգար։ Ըստ որում այնպիսի խայտառակ թերություններով է հրաման արձակել, որ կարճ ժամանակ է պետք լինելու դատարանում ծառայողական քննության միտումնավորությունը ապացուցելու համար։
