Մեղադրանքներ են առաջադրվել «Վանաձորի ինֆեկցիոն հիվանդանոց» ՊՓԲԸ նախկին տնօրենին և նրա որդուն

Օպերատիվ տեղեկությունների իրացման հիման վրա նախապատրաստված նյութերով ՀՀ Ոստիկանության Գուգարքի բաժնում 2021թ. մայիսի 22-ին քրեական գործ է հարուցվել Վանաձորի ինֆեկցիոն հիվանդանոց» ՊՓԲ ընկերությունում առերևույթ կատարված կոռուպցիոն չարաշահման դեպքի առթիվ: Այս մասին հայտնում են ՀՀ դատախազության հանրային կապերի բաժնից։

Պատշաճ դատախազական հսկողության ներքո ՀՀ ՔԿ Լոռու մարզային քննչական վարչությունում կատարված նախաքննությամբ բավարար ապացույցներ են ձեռք բերվել այն մասին, որ «Վանաձորի ինֆեկցիոն հիվանդանոց» ՊՓԲԸ նախկին տնօրեն Ռ. Չ.-ն պաշտոնավարման ընթացքում հիվանդանոցին պետության կողմից հատկացման ենթակա ֆինանսական միջոցներից խաբեությամբ գումար հափշտակելու դիտավորությամբ, նախնական համաձայնության է եկել իր հետ համատեղ բնակվող որդու` Վ. Չ.-ի հետ և, օգտագործելով պաշտոնեական դիրքը, 2014թ. հունվարի 1-ին որդու հետ կնքել է ավտոմեքենայի վարձակալության բովանդակությամբ կեղծ պայմանագիր:

Դրանից հետո, հիվանդանոցի տնօրենը 2014 և 2015թթ. ձևականորեն կազմակերպել է «Մարդատար ավտոմեքենայի վարձա­կալության ծառայությունների մատուցման գնման գործընթաց», դրանում իբրև հաղթող ճանաչված իր որդու հետ կնքել հիվանդանոցի կարիքների համար մարդատար ավտոմեքենայի վարձակալության ծառայությունների մատուցման գնման` բովանդակությամբ կեղծ պայմանագրեր, իսկ 2016, 2017 և 2018 թվականներին կնքվել են հիշյալ պայմանագրում նշված ծառայությունները շարունակելու վերաբերյալ համաձայնագրեր:

Համաձայն այդ պայմանագրերի և համաձայնագրերի՝ Վ. Չ.-ին սեփականության իրավունքով պատկանող «Միցուբիշի Պաջեռո Իո» մակնիշի ավտոմեքենան 2014-2019թթ ընթացքում ամսական 135000 կամ 200.000 ՀՀ դրամ գումարով իբրև թե վարձակալության է հանձնվել «Վանաձորի ինֆեկցիոն հիվանդանոց» ՊՓԲ ընկերությանը, մինչդեռ պարզվել է, որ իրականում այդ ողջ ընթացքում ավտոմեքենան հիվանդանոցի կարիքների համար չի ծառայել:

Եվ չնայած այդ հանգամանքին՝ 2014թ. հունվարից մինչև 2019թ. օգոստոս ամիսն ընկած ժամանակա­հատվածում Ռ. Չ.-ն որդու բանկային հաշվին, վերը նշված բովանդակությամբ կեղծ պայմանագրերի և համաձայնագրերի օգտագործմամբ, փաստացի փոխանցել է առանձապես խոշոր չափերով` 11.347.200 ՀՀ դրամ վարձակալության գումար՝ այդպիսով որդու օժանդակությամբ խարդախության եղանակով հափշտակելով հիվանդանոցի առանձնապես խոշոր չափերի այդ գումարը:

Հանցավոր նշված արարքները կատարելու համար «Վանաձորի ինֆեկցիոն հիվանդանոց» ՊՓԲ ընկերության նախկին տնօրեն Ռ. Չ.-ին մեղադրանք է առաջադրվել ՀՀ քրեական օրենսգրքի 178-րդ հոդվածի 3-րդ մասի 1-ին կետով և 314-րդ հոդվածի 1-ին մասով, իսկ Վ. Չ.-ին՝ ՀՀ քրեական օրենսգրքի 38-178-րդ հոդվածի 3-րդ մասի 1-ին կետով և 38-314-րդ հոդվածի     1-ին մասով:

Պետությանը պատճառված վնասը վերականգնելու հնարավորության ապահովման նպատակով վարույթն իրականացնող մարմնի կողմից արգելանք է կիրառվել նշված անձանց պատկանող գույքի վրա:

Ծանուցում. ենթադրյալ հանցանքի մեջ կասկածվողը կամ մեղադրվողը համարվում է անմեղ, քանի դեռ նրա մեղավորությունն ապացուցված չէ ՀՀ քրեական դատավարության օրենսգրքով սահմանված կարգով` դատարանի` օրինական ուժի մեջ մտած դատավճռով:
