ԵԽԽՎ-ն կքննարկի հայ-ադրբեջանական հակամարտության հումանիտար հետևանքները

Ստրասբուրգում մեկնարկում է Եվրոպայի խորհրդի խորհրդարանական վեհաժողովի աշնանային նստաշրջանը, որը տեղի կունենա սեպտեմբերի 27-30-ը: Ինչպես հաղորդում է «Արմենպրես»-ը՝ վկայակոչելով ԵԽԽՎ պաշտոնական կայքի հաղորդագրությունը, նստաշրջանի առաջին օրը կքննարկվի իռլանդացի պատվիրակ Փոլ Գավանի պատրաստած զեկույցը «Հայաստանի և Ադրբեջանի միջև հակամարտության հումանիտար հետևանքները» թեմայով:

Ըստ զեկույցի նախագծի՝ Խորհրդարանական վեհաժողովը ափսոսանք է հայտնում հայ-ադրբեջանական հակամարտության հումանիտար ողբերգական հետևանքների կապակցությամբ: Նշվում է, որ կոնֆլիկտը ունեցել է երկու խոշոր բռնկում, որոնցից մեկը տևել է 1991 թ. վերջերից մինչև 1994 թվականը, իսկ երկրորդը 2020 թվականի վեցշաբաթյա պատերազմն էր:

«Վերջին վեցշաբաթյա պատերազմի ընթացքում զոհվել կամ անհետ կորել է ավելի քան 3900 հայ և ավելի քան 2900 ադրբեջանցի, նաև զոհվել են բազմաթիվ խաղաղ բնակիչներ: Տեղահանվել է ավելի քան 91 000 հայ և 84 000 ադրբեջանցի», - նշվում է զեկույցի նախագծում:

Զեկուցող Փոլ Գավանը նաև առաջարկություններ է ներկայացրել Հայաստանին և Ադրբեջանին այն քայլերի վերաբերյալ, որոնք կարող են օգնել պատերազմի մարդասիրական հետևանքների հաղթահարմանը կարճաժամկետ և երկարաժամկետ հեռանկարներում և առաջ տանել խաղաղության և հաշտության գործընթացը: Ըստ զեկուցողի՝ միջազգային հանրությունը, ներառյալ Եվրոպայի խորհուրդը, պատրաստակամ է օգնելու երկու երկրներին:

Իսկ բանաձևի նախագծում Խորհրդարանական վեհաժողովը հիշեցնում է, որ 2001 թ. հունվարին միանալով Եվրոպայի խորհրդին՝ Հայաստանը և Ադրբեջանը պարտավորվել էին բացառապես խաղաղ միջոցներ կիրառել հակամարտության կարգավորման համար: Հետևաբար, 2020 թվականի 6-շաբաթյա պատերազմը այդ պարտավորությունների խախտում է, որը պետք է պատշաճ արձագանք ստանա Եվրոպայի խորհրդի կողմից:
